SUBJECT: Reporting Activities of Questionable
Legality or Propriety to the SSCI and HPSCI
REFERENCES: (a) The President's letter to you, same
subject, dated 19 September
(b) Your letter to Bob Lipshutz, same
subject, dated 23 October
(c) Letter to you from Bob Lipshutz, same
subject, dated 30 October
1. Action Requested: That you approve and sign the
attached letters to Chairmen Bayh and Boland.
2. Background: The President's letter to you dated
19 September, copy attached at Tab A, established a proce-
dure for reporting Agency activities of questionable legality
and propriety to the oversight committees. In my memorandum
to you of 18 October, copy attached at Tab B, I recommended
your signature on a letter to Bob Lipshutz asking for White
House clearance to make copies of the President's letter
available to the SSCI and HPSCI. I was anxious that this be
done in light of the commitments you made during your con-
firmation hearings, which differed in some respects from the
President's instruction.
3. You sent the recommended letter to Lipshutz. In
his 30 October response, copy attached at Tab C, Lipshutz
agreed that you should transmit copies of the President's

letter to the two committees and suggested that you also
advise the committees that similar letters have been sent by
the President to the Attorney General and the Secretary of
Defense.
4. Recommendation: Cover letters to Chairmen Bayh and
Boland, forwarding copies of the President's 19 September
letter, are attached. I recommend your signature.
