SUBJECT: 1 November 1978 Meeting with Bill Miller, Staff
Director, Senate Select Committee on Intelligence
1. 0 Met with Bill Miller, Staff Director, SSCI, who
indicated he had meant to be in touch with Mr. Carlucci to
follow up their conversation of August of this year regarding
State and CIA reporting on the internal situation in certain
countries abroad. Miller still would like to meet with
Mr. Carlucci, but gave me the following information on the
Committee's plans and progress regarding this study which
resulted from a request from Dr. Brzezinski, Assistant to
the President for National Security Affairs, that the Committee
look into this area.
2. 0 Miller indicated the Committee would handle this
on a very quiet, low-key basis. Miller himself will conduct
the study, with assistance of one or two staff members. His
approach will be to look at internal country reporting from

We discussed how Miller might
proceed and I informed him we could provide computer listings
of disseminations from these stations and from that list he
could select the reports he would like to review. Miller
agreed to this approach. I promised Miller I would make
sure Mr. Carlucci was informed of our progress on this issue.
