Moynihan had two follow-up questions from II briefing of the Committee 25X1 on 18 July regarding the "spy war." These concerned the 25X1 answered both o these questions and showed Moynihan an Agency summary on career. G'2. ADMINISTRATIVE DELIVERIES Delivered to Susan Mahler, Senate Select Committee on Intelli- gence staff, a letter from John McMahon, DDO., answering a question from the 29.June briefing of the Committee on covert action and a letter from the Director regarding "The Quality and Utility of U.S. Intelligence Concerning China" study, both for Chairman Birch Bayh (D., Ind.). 25X1 25X1 3. EMPLOYMENT REQUEST Received a call from Don ar , in t e office of Senator Howard P,Ietzenbaum (D., Ohio), requesting a professional application form for a constituent. LEGISLATION I spoke with House Post Office and Civil Service Committee and learned that the report on H.R. 11280 is in preparation and will be published next week if all goes as planned. (See Memorandum for the Record for details. ) 3. LIiGISLATTOiN Called Bob Ca.rlstrom, WI3, to determine the status of our views letters on H. R. 3564 and S. 1720/S. 1721. These bills would amend the Administrative Practice and Procedure Act. Mr. Carlstrom advised me that OMB had no objection to the letters being sent forward. 4. LIAISON/PA Called Mr. Don Sarff, in the office of Senator Howard Metzenbaum (I). , Ohio), in response to his letter on behalf of a former employee who is in danger of losing his job because of our denial of security clearances to the former employee. I read portions of a letter sent to the former employee by Mr. Robert Gambino, D/Security, and answered several questions. This satisfied. Mr. Sarff's immediate concerns and he said we need not send a written response to the Senator's letter. 5, ) Per her request, I sent a fact: sheet on the Agency's graduate studies program to Miriam Wilson, in the office of Representative Gus Yatron (D., Pa.) 6. LIAISON Dick Perle, on the staff of the Senate Governmental Affairs Permanent Subcommi.tl:oe on Investigations, called concerning his outstanding request to read NIL 11-3-8 and I: told him I was still working on that problem and hoped to have a resolution soon. Committee on Intelligence staff, to meet xlgs with representatives of three Agency components: DCD, PRD and NFAC. These briefing's were in suppo-Ft of the Committee's inquiries into the relationship between CIA and academia. (See Memorandum for the Record.) 13. LIAISON Accompanied Loch Johnson, House Permanent Select Committee on Intelligence staff, to lunch with I I, Deputy Chief, EUR Division. E- -1 and Mr. Johnson exchanged, views on the value of Mr. Johnson's trip to Europe and some of the DDO personalities cncounterecl. 1n, LIAISON Accompanied Loch Johnson, House Permanent Select Committee osi Intelligence staff, to a naecuting with IC Staff. explained to Mi. Johnson the method by which CIA handles grievances from employees and outlined some of his ideas for how these mifflit. be better handled in the future. Mr. Johnson and agreed that, in the event of any grievance going directly to the Committee, Mr. Johnson would communicate with through OIL. Mr. Johnson saw no need for a separate communication link with the IC Staff. LIAISON Called Ira Goldman an.d.
