Spence (R., S.C.), the Agency publication entitled "USSR: Development of the Gas Industry." 2. THIRD AGENCY Took a call from General Counsel, SA, who asked whether there had been any developments subsequent to the inter-agency meeting held on 25 August to discuss requests for information made by the Senate Foreign Relations Subcommittee on International Operations. I told that I had been informed by Theodore Heavner, Bureau o intelligence and Research, Department of State, that in accordance with the plan of action worked out at the meeting, State had asked Committee Legal Counsel Michael Glennon to formulate his latest oral request in writing. This written request had not yet been received, however.sked whether there had been any movement toward involving e SSCI in this matter. I told Silver that there was none to my knowledge, and noted that the plan of action agreed to at the inter-agency meeting envisaged such a move only after the State Department referred certain of the Subcommittee's questions to the DCI and after there was further consultation among the interested agencies. 25X1 'I 3. LIAISON Received a call from Ray Sebens, Administrative Assistant to R,epxesentative 25X1 George E, Danielson Calif.)., who said that the Congressman would like copies' of two-maps of Vietnam that were shoian to him while on a recent trip to Vietnam, 4. LIAISON Marie Hertslet, Senate Select Committee on Intelligence Clerk, called to confirm that Bill Miller, Staff Director, would attend the East Asia Chiefs of Station Conference scheduled for 17 October at 10:00 a.m. at The other two conferees who have been invited are Tom Latimer, Staff Director, House Permanent Select Committee on 25X1 Intelligence and Fred Ritz, Legislative Counsel. She was interested in one of the statements included in the CIA. report on KGB utilization of the media--with particular reference t 25X1 After checkin with ;;;R, DO/CAS, 25X1 an I ca . e Public 25X1 Affairs, and told him of the call and told him that Ms. O'Donnell should be referred to the Library of Congress, which has copies of the U.S. section of the Soviet Daily Report in which there are several examples of Soviet manipulation of the 25X1 case. ]W. Peterson said that he would call Ms. O'Donnell. 6. LIAISON Emerson Brown, Department of State Congressional Liaison, called to ask whether we had responded to the letter to the DCI from Representatives Edward Boland (D., Mass.), Chairman, House Permanent Select Committee on Intelligence, Les Aspin (D., Wis. an "ikon ., Calif.) on the su sect of Presidential Findings. I referred him to the SCC meeting in which the decision was reached that the Attorney General and the DCI would call on the Congressmen individually and subsequently would send a letter reply. In sum, there has not yet been a response to the letter. Mr. Brown also told me that State had received a letter from Senator John Glenn (D., Ohio) asking for an assessment on the impact on SALT II talks of the sale of the 25X1 He read to me the interim response which, in essence, only acknowledged receipt of Senator Glenn's letter. I have advised Deputy Legislative Counsel, and 25X1 7. LIAISON Ed Levine, Senate Select Committee on Intelligence staff, called requesting that I obtain a copy of the memorandum I believe) 25X1 that OLC, allowed both Mr. Levine and Jean Evans, also of the Committee staff, to road about two weeks ago. LIAISON Met with Ryan Conroy, on the staff of Senator Alan Cranston (D., Calif.), to discuss our rationale for providing suggested replies to the Senator in response to two recent constituent inquiries.. One of these had to do with 25X1 the discovery of a She 25X1 found it difficult to accept our reasoning but said that she would discuss the matter further with the Senator to see whether our suggested reply mechanism would be acceptable after all. Apparently, what she is seeking is a response on Agency letterhead so that it can be copied and passed on to the constituent. 11. LIAISON Sent information regarding aggregated curren accounts for OPEC to Dario Scuka, Library of Congress, per his request and per. Robert Kelso's, OLC, instructions. Scuka had requested this information throu-h NFAC. 12. LIAISON Saw Dick Giza, House Perin anee ec committee on Intelligence staff, and he told me that the Committee would hold hearings on Warnings on 19 and 20 September and that a letter would be coming over shortly. He also said that there was no need to answer the letter from Tom Latimer, Committee Staff Director, to Fred Hitz, Legislative Counsel, which asked for an estimate on when the Director would designate an individual within the Intelligence Community as the central control point for intelligence warning. (See OLC Journal item for 23 August.) Mr. Giza asked for a briefing on the techniques that the Agency,is presently employing in obtaining assessments of North Korean military forces. I have informed CSS/NFAC. 13. LIAISON Saw Loch Johnson, -House Permanent Select omml tee on Intell staff, who 25X1 son on A's relations ip with the 125X1 25X1 in the 1960s. He asked these two questions in connection with the Agency's relationship with academia. I have passed these questions to /DDO. 25X1 14. LIAISON Called Barbara Tarris, on the staff of Representative John Erlenborn (R., Ill.), and offered to send her a copy of the unclassified paper "Terrorism 1977" that NFAC had provided to the House Permanent Select Committee on Intelligence.
