1. Q Jim Bush, House Permanent Select Committee on
Intelligence staff, called today to ask if I could get. him a
copy of DCID 1/17. In thinking about his HUMINT study, he
wants to look at whatever there has been in the way of
coordination at the Community level and he thinks this DCID
may have something to do with that. He also asked me if I
knew of anything at the Community level having to do with
requirements and I suggested that he might want to see
DCID 1/2. 'I also suggested that at some point he might want.
to talk to you and to Ambassador Little or whoever is in charge
of the Human Forces Committee.
2. Jim is aware that there is a SIGINT plan which
tends to e Community-wide and he wonders whether there is
anythin similar for HUMINT. In this connection, he has read
the II report on he is somewhat surprised at
the vagueness of the cone usions and the directions stemming
from this report. If the other 0 reports are like this
one, he will be greatly disappointed in these efforts. I
suggested to him that he needs to view these in the historical
context of their being an early attempt and they represent
progress even though they may not be as good as they could be.
3. I think you might want to talk to Jim about this
general subject at some early date. It obviously does not
relate to what he is doing with either CIA or DIA but is an
essential part of what he wants to cover in his study.
