Cary, Legislative Counsel, and gave him the cite of a statute which permits foreign service officers to retain this status while serving in other government agencies. The question came up in Taylor's meeting yesterday with DDCI-designee Frank Carlucci. 25X1 2. LIAISON Received a call from Dick Giza, House Permanent Select Committee on Intelligence staff, who said he would like to meet with NFAC personnel in order to understand NFACs process of 'evaluating, their publications. He suggested any day next week except Monday. I told Giza his meeting with D/OWI, tomorrow would be in 5F46. The meeting concerns., OWI use of telemetry. 25X1 Giza told me in the EPDS/DDO was to have material for his review tomorrow as well. These materials were assembled- after Giza's 25X1 meeting with C/EPDS/DDO, on the DDO evaluation process. 25X1 4.1 I LIAISON Called Martha MacDonald, Senate Select Committee on Intelligence staff, and cancelled the Director's lunch with Bill Miller, Staff Director, scheduled for 17 January on the grounds that the Director had met yesterday with Miller on the subject he had originally planned to discuss on 17 January. X1 X1 X1 X1 X1 Approved For ReIo GUN'FIjENT1 AL Addendum to Journal - Office of Legislative Counsel Wednesday - 11 January 1978 Page 2 5.1 LIAISON Called Loch Johnson, House Permanent Select Committee on Intelligence staff, and arranged for him to review articles from Studies in Intelligence which he had requested. 6.1 LIAISON Received a call from Paula Belknap, on the House International Relations Committee staff. Belknap said by tomorrow morning she needs statistics on the percent of specific minerals used in the U. S. which were imported. I took the list of minerals but cautioned Belknap that I was not sure if CIA would maintain these statistics. After checking withi office, .CSS/NFAC, I called the Department of Commerce. and spoke with Brian Hessler in their Legislative Department. He agreed they could undertake this request and said he would call Belknap. I called her to inform her what had transpired and she was quite agreeable. 7. LEGISLATION Called Bob Carlstrom, OMB, to ask him about several letters which we have pending. He said that the FOIA people were studying our letter to Representative Samuel Devine (R., Ohio) about amending the Freedom of Information Act, and he would get back to us as soon as this was completed. He said he hoped to have the letter on S. 1974, the Regulatory Flexibility Act, cleared by Friday, 13 January. Regarding the letters on S. 1720 and S. 1721, bills to amend the Administrative Procedure Act, he said he was not sure when they would be cleared because he was awaiting comments from DOD. He had contacted the Senate Judiciary Committee, and they had no problem with the delay. They merely wanted to be sure the Executive Branch was working on it. Mr. Carlstrom also extended the deadline for our comments on H. LIAISON Talked with Bill Miller, Staff Director, Senate Select Committee on Intelligence, regarding the status of charter legislation. I informed Miller, in general, of conver- sations which took place on this subject at the DCI's meeting today and efforts we were making to move forward on this issue with the Committee. I did ask, however, if he thought it would still be meaningful to get Vogether this afternoon since I understood fro mF_ 25 EA/DCI, that he (Miller) planned to draw up a new draft of the charter legislation which would be made available to us on Monday. Miller encoura ed us to meet this, afternoon 'for further dialogue and I told him that I I would head up our team that would be meeting with him, Elliot Maxwell, also of the Committee staff, and representatives of the House Permanent Select Committee on Intelligence. Miller advised me that after consulting with Senator Birch Bayh (D., Ind.), who is expected to be the new Chairman of the Select Committee when the second session of the 95th Congress convenes, it had been decided to move Ambassador Carlucci's nomination confirmation hearings up to Friday the 27th of January for the open session and reserving Monday the 30th for executive session if it appears necessary for the hearings to run two days. Robert Blakey, Chief Counsel and Director, House Select Committee on Assassinations, dated 6 January 1978. Cornwell had a draft of a letter from Mr. Blakey to me clarifying the items in the 6 January 1978 letter. A number of changes were agreed upon and the letter will be finalized. 2. LIAISON Received a call from Rita Argenta, secretary To BIII F1 , use Armed Services Committee staff, who advised that Chairman Melvin Price authorized transfer of the Committee's Watergate material which the Agency has been holding, to the House Permanent Select Committee on Intelligence.. Ms. Argenta requested that we offer the material to the House Select Committee and if they refuse to accept it, Hogan would transfer the material to Archives. I said I would check and let her know. I subsequently called Thomas Latimer, Staff Director, House Permanent Select Committee on Intelligence, and offered the material. He said he would check with the Chairman and get back to me. 3. LIAISON Called Tim Ingram, staff of the House Government Operations Subcommittee on Government Information and Individual Rights, and discussed the meeting, together withi 25 OGC, scheduled for 10:00 a. m. on Thursday, 12 January, in Ingram's office. Ingram asked thati disucss in general terms 25 the Agency's policy in the handling of notification to Justice Department of cases involving espionage or other crimes affecting the national security. He does not have in mind any specific case that he wants discussed. was advised. Ingram requested that the briefing with 25 OGC, to discuss the Agency's policy for the conduct of security investigations in view of the court decision on th case be put 25 off until 24 January at 10:00 in his office. as advised.
