In response to your telephone inquiry of last week, we have looked
at our obligations through July and anticipated expenditures through 30
September. There is no longer a need for additional FY 1978 funding to
accompany the staffing increase requested for end FY 1978
because:
? approval of the FY 1978 reprogramming has been delayed to
almost the end of the year;
? hiring to replace employees who have left the Staff in
the last three months has been deferred until manpower levels
were approved; and,
? we have deliberately held controllable expenses to a minimum.
The projections shown on the attached table include funds to finance
the services of all.non-reimbursable detailees. Should these funding
projections prove conservative, it is my intention to return any end-
yearibligated balance to the Treasury.
