MEMORANDUM FOR THE RECORD
SUBJECT: Meeting withi D/NITC, and STAT
Charles Snodgrass, on the Staff of the House
Appropriations Subcommittee on Defense -
10 March 1978
. 1. (U ) I accompanied D /NITC, to STAT
a meeting with Charles Snodgrass, on the staff of the House Appropriations
Subcommittee on Defense, on Friday, 10 March, during which STAT
STAT Doutlined his proposal regarding the establishment of the NITC.
STAT 2? ( U )I explained his qualifications and back-
ground and his method of approaching the job he had been given. Mr.
Snodgrass was concerned as to why had an office at CIA STAT
STAT as well as at The thrust of Mr. Snodgrass' remarks were that
other members of the Intelligence Community felt CIA was being given a
greater advantage in discussing their matters with than STAT
was afforded to other agencies.
3. ( U ) Mr. Snodgrass was also concerned with the subject
of both the NITC and the Resource Management Staff and was particularly
concerned that another reorganization was going on which was the fourth
he had seen in the four years he had been with the Committee. He stated
he felt the old IC had been given sufficient. resources and authority to do
the job had the appropriate people been appointed to positions in the IC
Staff. He was less than enthusiastic about the new setup. He added,
however, that he did not speak for the Committee. He was very con-
cerned with the number of positions needed, a figure he felt was too
large.

4. ( U ) He did ask whether NITC and Resource Management
Staff would come in for separate appropriations in the 1979 budget process
or whether they would be included in the CIA budget request.
said he thought it would be a separate appropriation.

5. ( U ) Mr. Snodgrass was also concerned about the national-
tactical interface program. He felt that until an organization was set up
which could have an input into both national and tactical intelligence programs,
that full attention to the interface problem could, not be achieved and he gave
some examples as to why he felt this way.
6. ( U ) He then asked I why he had brought someone ST
from OLC with him, and he went into his theory that the Office of Legislative
Counsel should not represent separate entities such as NITC in its dealings
with the Hill. His arguments were along the same vein given with respect
STAT to I office at CIA Headquarters. In essence,* it is that CIA
gets a better shake out of such representation than d:id other members of the
Intelligence Community. The whole argument can be traced to his views on
the DCI wearing two hats.
