Stennis Chairman, Subcommittee on Defense Committee on Appropriations United States Senate Washington, D.C. 20510 In my recent appearances before the Congress, I discussed my intention to reorganize the Intelligence Community Staff. This letter represents a formal request for authority to realign the Intelligence Community Staff (ICS) into the Resource Management Staff and the National Intelligence Tasking Staff. To accomplish this requires your approval to utilize resources appropriated under Title VIII of the Department of Defense 1978 Appropriation, together with resources available to me from appropriations for CIA. This letter also constitutes a request to amend the FY 1979 budget currently under consideration by your Committee. The following developments underlie this request: o The establishment of the National Intelligence Tasking Center, in response to the President's desire as expressed in Executive Order 12036, to have a tasking organization that will serve the needs of the entire Intelligence Community. o A realignment of the functions, direction and role that the IC Staff will play to increase the concentration on resource management and cross-program evaluation within the Intelligence Community. o My decision to transfer the Security Committee functions and positions from the IC Staff to the CIA. Earlier this week you received a letter from requesting a reprogramming and budget amendment to accommodate these changes. That letter indicated that the President had personally reviewed and approved the request. It also said that I would provide the detailed justification for this request. This letter and its attachments provide the additional information. Approved For Release 2004/03/25: CIA-RDP8 25X1 25X1 Approved For Release 200440,4/y25~: ;CIA-RDP81 M00980R003200070061-3 FY 1978 Reprogramming of Staff Functions The specific authorities for which I am formally requesting your approval are as follows: o Utilization of 84 positions from the IC Staff authorization and related funds for the Imagery, SIGINT, and Human Resources Collection Committees to establish the new National Intelligence Tasking Center. In addition, three positions and related funds for the Security Committee would be transferred to the CIA. Finally, the residual 83 positions-- the nucleus of the Resource Management Staff--will be augmented by 16 positions, and the National Intelligence Tasking Center augmented by 37 positions and related funds. This augmentation is needed in order to provide the first increment of adequate staffing for the full range of Community functions envisioned by the new Executive Order and as described in my recent appearances before Congressional Committees responsible for appropriations and oversight. o Reduction of the CIA's present ceiling by a net of 50 positions to provide the 37 additional position requirements for the National Intelligence Tasking Center (giving it a total FY 78 ceiling of 121) and the 16 positions for the Resource Management Staff (giving it a total FY 78 ceiling of 99). The 16 positions requested for the Resource Mangement Staff will be utilized to implement the expanded budget responsibilities explicitly charged to me under Executive Order 12036 and to create an Office of Community Information Systems for ADP and telecommunications efforts so strongly urged by the Congress in recent years. I believe this proposed use of FY 78 funds appropriated under Title VIII represents full compliance with both the letter and spirit of that Title. Moreover, the added spaces and associated funds which I propose to derive from CIA accounts represents the net requirement involved in creating this new organization--the NITC--which was not envisioned when Title VIII was passed. FY 1979 Budget Amendment The FY 1979 budget currently being considered by the Congress requests 170 IC Staff personnel positions and $9.683 million. This figure does not reflect the recent House and Senate Select Committees recommended actions. Further, this funding level accommodates only 149 man-years of personnel effort. The reduction in effective manning was made in anticipation, at the time the budget was prepared, of the need to create the National Intel- ligence Tasking Center. The additional 62 positions are derived from other programs as shown in the schedules attached. I believe the course of action I have outlined will enable me to meet all responsibilities as currently envisioned by the President and the Congress. I urge your full support of this request.
