Rhett Dawson and John Roberts (SASC) and Jim Babcock and Norm Ghisalbert (DoD) concerning the Senate Armed Services Committee request for a study by DoD to define criteria by which things were categorized as NFIP or IRA. The meeting was at OSD initiative to obtain clarifi- cation of the requirement. Both Dawson and Roberts acknowledged the problem was a difficult one, that their objective was to "ad- vance the state of thinking this year" rather than live with the problem as it stands for another year. The problem Dawson refers to so obliquely is the jurisdictional dispute between his com- mittee and. the Senate Select Committee resulting from ambiguity in the Senate on oversight of IRA. Both Dawson and Roberts acknowledged that the best they could hope for was a description of the problem, not a listing of hard and fast criteria. They could not provide relief from the study or from the due date (31 December). I pointed out that it was a subject of special interest to the DCI but that their tasking did not include him. Their response to this was that they deal in their committee with the SecDef; consequently such tasking is directed to him. Following the meeting, Jim Babcock and I agreed that there was an absolute necessity for working level interaction on the effort.
