John Marshall and Julian Englestad, on the staff of the Morgan-Schmitt Senate Select Committee on Ethics Subcommittee, visited Headquarters to review Agency material provided in response to the Subcommittee's requests of 9 March and 7 April 1978 concerning an unauthorized disclosure of intelligence information concerning Panama which occurred in the Fall of 1977. 25X1 2. ^ Messrs. Marshall and Englestad reviewed sanitized OLC Journal items and Memoranda For the Record related to the incident in question. In accordance with an understanding reached the previous day between Acting Legislative Counsel and Subcommittee Special Counsel Donald Sanders, the Subcommittee staffers were provided with the names of Senate personalities alluded to in the sanitized material upon certification that such identification was necessary to the Subcommittee's investigation. 25X1 3. ^ The staffers questioned the paucity of records of press inquiries to the Agency during the period 13-29 September 1977. The undersigned said that the records of the Office of Public Affairs would be re-checked to ensure that all pertinent material had been provided. 25X1 4. ^ The staffers asked for help in identifying a foreign press article relating to the unauthorized disclosure. They were told that we would endeavor to be of assistance. 25X1 5. The meeting was cordial and the staffers seemed appreciative of the ma erial provided. Messrs. Marshall and Englestad said that the Agency information. had helped to fill certain gaps in the Subcommittee's investigation. Subsequent to the meeting, the additional material did become ble. A check with Public Affairs revealed that there had been a misunderstanding of the Subcommittee's inquiry, and that all pertinent records had not in fact been produced. The press item mentioned by the Subcommittee was identified. Later in the afternoon of 5 May, the undersigned called Mr. Englestad to pass on these facts.
