LIAISON Had further conversations with Don Sanders, Senate Select Committee on Intelligence staff, concerning his investigation for the Senate Select Committee on Ethics and we had a meeting of the minds on where matters now stand an how we should handle things in the future. This will be covered in a Memorandum of Understanding to be executed for this purpose. 9. LIAISON Called Hans Binnendijk, Senate Foreign Relations Committee staff, and told him that we would be providing him today with a new copy of the Middle East arms balance study so that it would be clear to the readers of thepassessment whose work it was. 10. LIAISON David Bushong, Senate Select Committee on Intelligence staff, called to say that Senator Barry Goldwater (R., Ariz.) would' like to have a briefing on ~arly next week, probably Tuesday. In preparation for that session I invited Bushong to the Agency tonight to get a fill in on what we know of that organization. 11. LIAISON Jack Brady, Chief of Staff, House International Relations Committee, called indicating Committee plans to hold hearings on the Middle East arms balance the week of 17 April (probably 18 April) and will want the DCI or a representative to testify in that connection. Brady asked if we could provide the Committee an intelligence assessment. I said we could and would on the condition that for the time being access be limited to members of the Committee. LIAISON Sam Hoskinson, NSC staff, called to get a status on the follow-up of the Senate Foreign Relations Committee referral to CIA for an assessment on the Middle East arms balance. I informed him of the developments with the Committee and also said I thought if the matter came up we would decline to participate in a group briefing of key Senate staff aides. our cooperation in a Memorandum of Understanding. He was agreeable but obviously wants to move quickly. investigations he is conducting for Senators Robert Morgan (D., N. C.) and Harrison Schmitt (R., N. Mex.) of the Senate Select Committee on Ethics. LIAISON Called Don Sanders, Special Counsel, Morgan-Schmitt Subcommittee, Senate Select Committee on Et}ucs, to pass on the substance of the Acting DC3;s letter to Senators Robert Morgan (D., N. Car.) and Harrison Schmitt (R., N. Mex. ). 31. LIAISON Received a call from Chris Aldridge, in the office of Senator Birch Bayh (D., Ind. ), who requested another copy of the National Basic Intelligence Factbook. I told him that I would forward a copy to him. C/ORPA/AF, to a briefing of Senator S. I. Hayakawa (R., Calif.). The briefing had been billed as a current intelligence briefing for Rhodesia and South Africa but the Senator :posed questions which included this but ranged over the whole of Africa. answered each of the Senator's questions and the briefing was a useful exchange of information which lasted nearly two hours.
