Late last year former Chairman Inouye and I discussed the disclosure
in the of sensitive intelligence information appearing in the
Select Committee's staff. study on analysis of lissues. I am enclosing 25-X
for your information the damage assessments prepared by the Central
Intelligence Agency and the National Security Agency on. this incident.
These damage assessments are also being made available to the Select
Committee on Ethics in accordance with their request. As you know, Senator
Inouye initiated an investigation of the unauthorized disclosures. In view of
the serious consequences indicated by the damage assessments, I have directed
that the heads of the departments and agencies to which the study was
disseminated determine if the unauthorized disclosure came from their
organization .
