LIAISON I called Grant MiMiller, Legislative Liaison, --.ice of the Secretary of Defense, and informed him of the Director's recent conversation with Secretary Brown establishing the compartmented clearances program for the Legislative Branch. I noted that though Secretary Brown. considered the program a good idea he indicated he would look -into the proposal. I asked Miller if he heard anything as a result of the conversation. Miller said that Defense has begun to implement the program based on the notification to the Community Security Components which was sent out by the DCI's Security Committee. He strongly supported the program and suggested that the Guidelines be submitted to the Director for signature and issuance. Mr. IIitz was advised. 3. FOIA/LIAISON In order to explain to Representative ar es E. Bennett's (D. , Fla.) office the reason why we were not treating the request from his constituent, under the Privacy Act, I placed a call to speak to the case officer, but found myself discussing the matter with the Congressman. He said he did not think our letter would be responsive tol offer to volunteer 25 as a "spy" for the Agency, as also in icated in the Congressman's letter. He then read his letter to me and discovered he had not, in fact, m tioned. this at all.. I offered that although we appreci-ateTIL offer, it had been determined at the time he was interviewed in February 1976 that there would be no further contact.
