Your appearance is scheduled for Tuesday, June 26, 1979, at 10:30 a.m. in Room 5302 of the Dirksen Senate Office Building. As in the previous hearings on this subject, your testimony will be received in executive session to permit the free exchange of views. The hearings will eventually be published in sanitized form. I would like to follow the approach used in previous hearings with the modifications discussed by our staffs.` This year we want to concentrate on the prospects for the 1980s of the Soviet and Chinese economies. While we do want to have for the record the changes in performance and resource alloca- tions for civilian and military purposes since last year's testimony, please devote your oral presentation to your best estimate.of what is likely to take place in the next decade. Also, please include in your projections various alternative policy changes, such as reduced military expenditures and increased trade with the U.S., and their likely effects on economic performance. As in the past, I will have a number of questions following your presentation concerning civilian and defense issues including the flow of statistics from the Soviet Union and China, Soviet population trends, the effects of the revolution in Iran on the Soviet Union, Soviet military manpower, R&D, readiness, deployment, and the modernization program in China.
