Dodd House of Representatives Washington, D.C. 20515 Dear Sirs: Ldc1 tri~'~ ~..1 During my appearance before your Committee on 11 December, my view was solicited concerning the desirability of amending 18 U.S.C. 1116 so that it would be applicable in all instances when a foreign leader is assassinated, and the alleged offender is apprehended within the United States. I know of no reason why this statute should not be broadened in the manner suggested. However, I respectfully defer to the Department of Justice concerning any in-depth commentary concerning this provision.
