OSI analyzed the tape and said that it was a signal of known US originTATINTL STATINTL analysis of the tape had shown. wrote the DCI and said he had been in touch with who could r&TPgT+NTL him any info on the Tape. He wanted to know who Mwas and whaStT TINTL In April of this year INTL At Air Force request (he had also written AFOIN) we wrote that another Agency in Govt. had analyzed the tape and that the Air Force would be in touch with him again. (they had previously written that they knew nothing STATINTL STATINTL of the tape but now wanted to protect - identity and not indicate that . Someone in the Air Force dropped the ball and the STATINTLletter was never written. - wrote back asking what had happened to the response he was supposed to get from Air Force. STATINTL STATINTL On 5 Aug Capt. Elwood wrote from Wright Feild saying that _ is and was an Air Force Officer and that the tape "was analyzed by another Government Organization. The analysis confirmed that the recording contained only identifiable morse code with came from a known US Licensed Radio. No further reporting ar action was taken on the recording." C C 0 P Y Y Approved For Release 2001/04/02 : CIA-RDP81 R00560R000100080008-6 ',--Approved For Releas*001/04102 : CIA-RDP81 R0056 00100080008-6 ATINTL Copy Paget C 0 P Y has now written to the Asst. to the DCI and said that he has received two letters from Elwood, one in Apr saying that ATIC had never received the recording and one in Aug saying another Govt Agency has analyzed the tape. He asks who the Morse Operator was and what is the name of the Agenny that did the analysis. We have called Col. Baird in ATIC who originally asked that we allow ATIC to answer the query He and we agree that you can probably do a better job of pacifying than all the letters in the world. STATINTL Th t diffi lti h wo e cu es are t at the Agency can not be identified since he has already been told by the DCI's office that it was another Govt. Agency and the tape has been destroyed. Please contact him as soon as possible referring to Capt. Elwood's second letter and identifying yourself as Air Force. Can't make-many concrete suggestions on how to turn him off but please see if you can satisfy him once and for all. (Baird's suggestion is for you to put on the concrete Boots if all else fails.). The DCI's office has not answered his latest Ietter'and will not answer it if you can satisfy him. If the question arises as it might very well, you will have to tell him that the Agency in question is one which does nothing but classified work and would not he able to identify the field of its activities. Sorry to hand you such a mess but there is no other solution we can think of. C 0 P Y C 0 _P Approved For Release 2001/04/02 : CIA-RDP81 R00560R000100080008-6
