SUBJECT: Discussion with DIA Regarding Designation of
ICBM Launch Sites
1. Representatives of CIA and DIA discussed the systems
of designating Soviet ICBM sites in a meeting at CIA headquarters
12 July 1965.
2. DIA representatives gave a presentation which pointed
out the differences in systems now followed by DIA and NPIC in
assigning designators to newly discovered Soviet ICBM sites.
Additionally they pointed out the difficulties encountered in
the Department of Defense in trying to follow two systems.
3. It was tentatively agreed that the following procedure
would be followed.
a. At Test Ranges
The system presently followed by NPIC will be
continued and adopted by DOD components. GMAIC will
be requested to review designators used and determine
if any changes in presently assigned launch facility
.designators are desirable. Following this review,
the DIA'will take the necessary action to establish
the use of these designators, and future ones assigned
under this system, within the DOD.

b. At Deployed Sites
A system similar to that now used to designate
IRBM and MRBM sites will be used. This system,
described in JCS publications, assigns a place name
(town or city) followed by a number. Where more
than one new launch facility is found simultaneously,
they will be numbered south to north and east to
west beginning with number one. When a suspect
location has been assigned a designator and it is
subsequently determined that it is not a launch
position, or when a position is abandoned, the
number will be dropped and not used again with
that place name. Once the place name and number
is assigned they will. not be changed. When analysis
shows that there are meaningful groupings of launch
facilities
the group will be designated
by adding a letter beginning with "A" after the place
name and number described above. It is recognized
that new information or additional analysis will
sometimes require that group designators be changed
but this will be done without any change in place..

4. During the discussion it was recognized that it
may be desirable to add other designators which give more
descriptive information regarding a launch site (i.e., control
facility, nuclear warhead facility, etc.) and that any system
used should be on a community-wide basis. It was agreed that
GMAIC was the appropriate committee to coordinate use of such
designators.
5. Detailed procedures for assignment of designators
to newly. identified sites should be established between NPIC
and DIA which assure that there is no appreciable delay in
reporting new sites. These procedures can probably be
generally the same as those now in effect for IRBM and MR.BM
sites.
6. NPIC should take the necessary action to re-designate
all existing ICBM sites in accordance with the system outlined
in this memorandum. It would be desirable for GMAIC to
publish the next revision of the deployment handbook using
the standardized system.
