Memorandum of March 3, 1948 (received March 12)
Your memorandum of March 3 has been noted and I am glad
to assure you that BI will continue, as it always has done, to
place a high priority on requests received from CIA. I should
like to add, however, that the situations described in my memo-
randum of January b has not altered, and that consequently
written replies can be made, under ordinary circumstances, only
to requests in the "Top Priority" class emanating from the
divisions in the Department of State, which have first claim to
our services. I assure you that we shall do all in our power to
make immediately available to CIA all information that it may
request, but we may have to do it informally or in ways that
not always be most convenient from, their point of view.
