StTBJECT Personnel Requirements for Intelligence
on Ccxmnunist China
1. In order to plan. more effectively for long range
personnel requirements on Coamnunist China, more information
is needed as to what kind of professional people are needed,
what degree of area and language knowledge, what special
academic disciplines, such as political science or geography,
may be wanted, and at what level, AB, MA, or Phd.
2. Moreover, early this spring the Agency will have
teams made up of a personnel recruiter and an analyst know-
ledgeable on Co~mo~unist China visiting those universities
with China study programs as one part of the effort to
examine and evaluate their programs, to stimulate enroll-
ment in the programs, to present our, and other intelligence
agencies' pro,~ected personnel requirements and to explore
ways of attracting graduates to CIA and goverment service.
At the same time our own office of Training is considering
certain courses of action in this area, especially increased
language training. For all, the above we obviously need as
detailed personnel requirements as can be developed.
3. So that the personnel requirements for each of the
five years, 1968 through 1972 may be projected more
accurately, please complete the attached form, and return it
to A3/CR by COB 7 March 1966.
