TACTICAL SURFACE-TO-SURFACE MISSILE EQUIPMENT IN LIBYA (S)
I. (S/D) This report provides information on tactical surface-to-surface missile equipment/forces in
Lihya. The analysis is based on imagery acquired through The report includes a location
map and three photographs.
2. (S/D) Since the spring of 1976, Libya has acquired both the Soviet SCUD and FROG tactical
surface-to-surface missile (TAC SSM) systems. The SCUD system was first identified in Libya in July 1976
at Al Aziziyah Ammunition Storage Depot The initial identification of the FROG
system in country was more than two years later in September 1978 at Tarabulus Port Facilities
Since the introduction of each system, the Libyans have periodically received additional shipments
of both SCUD and FROG system equipment. there were at least 59 SCUD
transporters-erectors-launchers (TELs) and 56 SCUD resupply vehicles in Libya. The most recent ship-
ment of FROG equipment, seen at Tarabulus Port Facilities raised the total of FROG
equipment to at least 26 FROG-7 TELs and 34 FROG-7 resupply vehicles. It should be noted that in the
case of both the SCUD and the FROG systems, the numbers reflect a minimum count.
3. (S/D) The SCUD equipment presently in Libya is organized into six brigades of 9-10 TELs each
and is deployed or stored at three facilities in the Tarabulus area and one facility in the Banghazi area
(Figure I). At least one brigade is at Tarabulus Barracks Tajura South one brigade is at
Tarabulus Barracks Madaniyah and two brigades are at Banghazi Barracks and Training
Center The remaining two brigades are in storage at Tarahulus Barracks and Vehicle
Storage Depot ~ Training for the SCUD has been observed at all three facilities where it
is deployed and in wooded areas near these facilities (Figures 2 and 3).
4. (S/D) FROG equipment is organized in battalions of four TELs each and has been deployed only
at Tajura Barracks and Artillery Battalion Headquarters Kassala near Tarahulus (Figures
I and 4). Three battalions of FROG-7 equipment have been seen at this facility. That sighting occurred
prior to the latest shipment of 12 FROG-7 TELs and II FROG resupply vehicles that was observed at
Tarabulus Port Facilities FROG system training has been noted only at its deployment
base at Tajura.
