(SAD) A new cruise missile facility, Qinhuangdao Cruise Missile Probable Maintenance Facility was identified in China his wall-secured facility, in the mid-to-late stage of construction, is at 40-U2-OON 119-30-OOE, approximately 2.? nautical miles east of Qinhuangdao SAM~Cruise Missile Depot The new facility is associated with the CSSC-? land-based coastal defense STYX missile system. T e overall function of the facility is unknown, although there are definite maintenance and storage capabilities. 2. (S/D) The facility contains a large, completed high-bay building; a large high-bay building under construction; a smaller high-bay building (probably drive through); a gable-roofed probable checkout building; a bunker; four storage buildings (three drive through); a multistory administration building, an auditorium under construction; eight square unrevetted hardstands aligned in two parallel rows of four; and additional support buildings and housing. The larger high-bay buildings may be associated with the maintenance and~ur checkout of CSSC-2 missiles, and the smaller high-bay building and the checkout building may be used for maintenance and~or checkout of CSSC-2 ground support equipment (GSF). The eight hardstands may be used for checkout and~or training, using launchers and other GSF alone or in conjunction with missiles. Two of these hardstands were occupied by launchers. 3. (SAD) CSSC-? equipment within the facility included eight launchers, four probable launchers, one possihle launcher, 36 missile transporters, four probable crate transporters, 35 associated service vehicles and trucks, eight Berliet truck prime movers, and two truck-mounted cranes. Two CSA-1 SAM munchers were also present. ~. (SAD) Preliminary grading for the facility was visible in October 1977. Housing and storage facilities were substantially complete by April 1979, with the high-bay and other maintenance support buildings in early stages of construction. Cruise-missile-associated equipment, including five probable CSSC-Z launchers and 2~ canvas-covered CSSC-2 missile transporters, was within the facility, although unidentified as such, in September 1979. 61':A7,~' 7 ~1:1.
