(TSR) A new unidentified tactical air-to-surface missile (TASM) and shipping container were ob- served in the tactical air-launched missile TALM storage area at Khabarovsk Blagodatnoye Airfield (BE 25X1 25X1 in the USSR on imagery of At least one missile, in 25X1 diameter, was in the shadow of a storage building. Imagery enhancement (Figure I) revealed that the missile has forward canards, clipped delta wings, and stabilizers. The shipping container is of a canister-type design similar in appearance to the AA-6 canister. It is in length and in diameter. Several bands 25X1 were visible around the canister. 2. (S/D) Analysis of Khabarovsk/Blagodatnoye Airfield and the other FENCER A bases revealed that deployment of this new unidentified TASM started in early 1980. The containers were present at Khabarovsk/Blagodatnoye Airfield in October 1980, Vozzhayevka Airfield Northeast in 25X1 July 1980, Samtredia Airfield East in January 1981, and Domna Airfield F -1 25X1 in February 1980. With the exception of Vozzhayevka Airfield, AS-9 missiles and FENCER A units were present at the airfields before deployment of the new TASM. At Vozzhayevka, deployment of the TASM containers preceded the arrival of the FENCER unit and AS-9 containers have yet to be seen. While no trend has been established, observations of the new container at airfields without FENCER units may be an in- dicator for future FENCER deployments as well as other late-model aircraft. 3. (S/D) The new unidentified TASM canisters have also been seen at Ivankovskiy Guided Missiles Plant ( ~ Akhtubinsk/Vladimirovka ASM/AAM Support Complex 2), and Akhtubinsk/Vladimirovka ASM Storage Area . On coverage of Figure 25X1 25X1 least four canisters and two possible missiles were present at the Ivankovskiy Plant which is also the produc- tion plant for the AS-9. On imagery of numerous canisters were present in the ASM/AA M 25X1 support complex at Akhtubinsk. Some of the new TASM canisters were in front of a support building, while others remained partially covered in a storage area. The canisters were also present alongside some AS-9 con- tainers in the ASM storage area. 4. On imagery of an unidentified missile was observed on the port wing of a 25X1 FOX BAT B/D in the Mikoyan parking area of the ASM/AAM support complex (Figure 3). The FOX BAT also had two probable AS-X- II* missiles on the starboard wing. The unidentified missile, in 25X1 diameter, extended in front of the leading edge of the wing. The inboard probable AS-X-11 extend - 25X1 ed 0 forward of the wing's leading edge and the outboard missile extended 0 The 25X1 diameters of the probable AS-X- I 1 s were respectively. The unidentified missile also 25X1 appeared to have possible canards on the nose similar to those on Khabarovsk/Blagodatnoye TALM facility. Several new ASM systems including the AS-X- I I and the AS-X-12 are possibilities. Previous observations of a missile believed to be AS-X-I I were made at Moscow/Shchelkovo Airfield and Lutsk Airfield North (BE . The missile was in length and in diameter.
