This re ort discusses the status of the 64th Army in the Shenyang Military Region,

it describes physical and functional changes to the facilities in addition to order-

and locations of these units were derived primarily from KEYHOLE imagery.

2. (S/D) Infrequent coverage and low equipment counts during the reporting period precluded an
accurate estimate of activity levels in this army. However, minor construction and some equipment up-
grading was observed. Training facilities in the various installations appeared to be consistently active.
3. (U) This report contains three location maps, eight annotated photographs, one chart, and one
table.
4. ~ The 64th Army'-' (Figure 1) is one of six main force armies in the Shenyang Military
Region (MR), China, and has the same general organizational structure4 as ground forces throughout
China-the rule of three. Each army usually has three divisions (usually numbered consecutively), each
division usually has three regiments, and each regiment usually has three battalions. Other units subordi-
nate to the army such as artillery, armor, antiaircraft artillery (AAA), and engineer units are not included
in the rule of three although most have three operational battalions per regiment. Also, independent
combat support divisions usually have three regiments.
5. 0 The 64th Army was originally the 4th Column, 2nd Army Group, North China People's
Liberation Army. After the Chinese designated this unit the 64th Army in late 1948, it continued to participate
in the fighting in the Beijing area. In February 1951, the 64th Army moved to the Liaoning Province of
Shenyang and entered North Korea later that same month. After several campaigns, it returned to northeast
China in July or August 1953. There have been several moves within Liaoning Province since that time, but the
64th Army has remained in the province since its return from Korea. Information from 1978 indicates that the
commander of the army was Zhang Huairui, also the commander of the Luda Garrison Command.

6. The 64th Army is the southeasternmost army in the military region and is near the Korean
border (Figure 2). The headquarters and its subordinate units are housed in and around Benxixian (41-18N/124-
07E). The three infantry divisions are along a rail line that runs south-southeast from Qiaotou (41-13N/12344E)
through Fengcheng (40-27N/I24-04E) to Dandong (40-07N/I24-23E).
7. 0 As is true throughout China, each army, division, and regiment is slightly different in its
structure and assigned equipment. Chart I presents a unit structure for the 64th Army Headquarters and its
three subordinate infantry divisions based solely on photographic intelligence (photint) confirmation. Basic
information on each installation of the army, derived from all-source information, and including name, BE
number, coordinates, and the units assessed to be present are listed in Table 1.
8. L___]The 64th Army (Figure 2) is comprised of the 64th Army Headquarters, the army-level support
units, the 190th Infantry Division, the 191st Infantry Division, and the 192d Infantry Division. The army is
situated along rail lines in southeastern Liaoning Province, Shenyang MR.
64th Army Headquarters and Army-level Support Units
9. The 64th Army Headquarters and its support units, an engineer battalion, an AAA regiment,
and an artillery regiment are in and around Benxixian. The headquarters for the Army is at Benxixian Head-
quarters Army Barracks AL-2 (Figure 3). This installation, as it is outlined in the interim NBRG,s should be
expanded to include the seven buildings in the area adjacent to the west end of area Al. An obstacle course
indicates that this small area is probably part of the installation. The engineer battalion credited to this army
was reportedly collocated with the headquarters at Benxixian Headquarters Army Barracks AL-2; however, no
engineer equipment has been seen since 15 April 1974 nor has any been seen at a previously reported alternate
location, area A I of Benxi Army Barracks Southwest AL-1.
10. (S D The army-level AAA regiment has previously been reported-` as part of Benxixian Army Bar-
racks AL-3 which is physically within Benxixian Army Barracks AL-2. Because of the lack of
military facilities in a large part of the area encompassed by Benxixian Army Barracks AL-2, its boundaries
have been redefined to coincide with the boundaries of Barracks AL-3, resulting in the deletion of Barracks AL-
3 as a designated target. No changes have been observed within the AAA regiment during the period of this
report.
11. (S/D) The army-level artillery regiment is at Benxi Army Barracks Southwest AL-I. No changes were
observed at this facility.
190th Infantry Division
12. The 19th Infantry Division in the Qiaotou area consists of a division headquarters, a proba-
ble engineer battalion, an AAA regiment, three infantry regiments, an artillery regiment, and a possible armor
regiment.
13. The 190th Division Headquarters is at Qiaotou Headquarters Infantry Division and Army
Barracks AL-l, along with its subordinate probable engineer battalion and the 569th Infantry Regiment. No
major changes have occurred to any of these units/facilities during the reporting period. At the headquarters
facility, however, the southern group of buildings in area Al and the buildings in area Cl may be family housing
because of their nonmilitary, cluttered appearance. No engineer equipment has been observed in the engineer
battalion area since
14. The AAA regiment for the 19th Division was reportedly` collocated with the division head-
quarters at Qiaotou Headquarters Infantry Division and Army Barracks AL-I. However, with the continued
absence of AAA equipment at this facility, the AAA unit is probably not housed here. The unit is probably
quartered at Qiaotou Army Barracks Southeast AL-2 where sufficient AAA has been observed to suggest the
presence of the unit (Figure 4).
15. The 568th Infantry Regiment with its three organic infantry battalions, a tank battalion, an
antitank artillery battery, a mortar battery, and a motor transport company were reported-` to be housed at
Pien-niu-pao-tzu Army Barracks and Division Headquarters AL-3 (Figure 5). One infantry battalion area and
the motor transport company area were razed during the reporting period (in areas A4 and A8). New construc-
tion consisting of four barracks, one messhall, and one support building was observed adjacent to area A6. An
armor unit appeared to be present although equipment observations have been few and infrequent. The antitank
artillery battery and the mortar battery are still housed at AL-3.
16. The 570th Infantry Regiment with its three organic infantry battalions and a tank battalion is
housed at Tongyuantao Army Barracks AL-I. No significant changes were observed at the facilities housing
these units during the period.
17. The 470th Artillery Regiment of the 190th Division is housed at Lianshanguan Army Bar-
racks Southeast AL-I. No apparent changes have occurred to this, installation.

18. ~The 395th Tank Regiment was reportedly5 at Pien-niu-pao-tzu Army Barracks AL-2. During
the reporting period, armor counts at this facility have consistently been low-ten or fewer armored vehicles.
There has been no perceptible change to the installation.
19. (S/D) A headquarters unit and a tank battalion were reported5 at Qiaotou Army Barracks West-
northwest AL-3. However, because of the type of buildings observed, the headquarters appeared to be of
regimental echelon. The installation is also armor associated, but the armored vehicle count at this facility has
historically been less than ten. This installation may possibly house a headquarters for all armor units support-
ing this division. While individual tank units are operationally located with infantry regiments, they may be
subordinate to a single divisional tank regiment headquarters at Qiaotou Army Barracks West-northwest AL-3.
191st Infantry Division
20. The 191st Infantry Division in the Dandong area consists of a headquarters, three infantry
regiments, An artillery regiment, and an AAA battalion. During the reporting period, no changes have been
observed at the headquarters, the three infantry regiments, or the division AAA unit. The only apparent change
within the 191st Division was seen in the 471st Artillery Regiment housed at Dandong/Shih-ying-chieh AL-2.
As of the unit appeared to have been upgraded from a regiment with a one gun battalion, one
howitzer battalion, one mortar battalion, and one rocket launcher battalion to a regiment with one field gun
battalion, two howitzer battalions, and the rocket launcher battalion.
192d Infantry Division
21. The 192d Infantry Division (Figure 6) consists of a division headquarters, three infantry
regiments, and an AAA battalion. Although the interim NBRG5 reports the location of the 192d Division in
Shanghekou/Kuantien area, have confirmed the presence of the division in the
Fengcheng area. The division headquarters and its subordinate AAA battalions are at Fengcheng Barracks
Northwest and Infantry Division Headquarters AL-2 (Figure 7) where facilities similar to other PLA division
headquarters areas (a headquarters-type building, an auditorium, and rear service support facilities) are present.
The 574th, 575th, and 576th Infantry Regiments are at Hsueh-li-chan Army Barracks AL-1 (Figure 8), Kao-li-
men Army Barracks Northeast AL-1 (Figure 9), and Fengcheng Army Barracks Southwest AL-1 (Figure 10),
respectively. Each of these installations has a regimental headquarters area and three infantry battalions.
Infantry training facilities were also observed at each of these installations. The 472d Artillery Regiment is
housed at Fengcheng Army Barracks West AL-3 (Figure 11). Although equipment observations have been very
low, artillery equipment has been identified at this installation, and sufficient equipment storage facilities exist to
house a full regiment. Neither an engineer nor an armor unit have been identified with this division.
23. ~A division headquarters, an infantry regiment, and an AAA unit were identified5 at Shanghe-
kou Army Barracks North-northwest AL-1. Analysis of the headquarters facilities indicates that they were not
as extensive as normal main force quarters facilities. Recent activity which began between
at Shanghekou AL-1 indicated that a larger division headquarters facility was under construction;
however, these new facilities are probably for the local force units identified by sigint. Further, there is no
evidence to associate the Shanghekou installation with infantry. No infantry training or training facilities have
been identified in or adjacent to Shanghekou AL-l.
at Shanghekou AL-I may actually be a regiment rather than a battalion based upon recent equipment observa-
tions.
24. (S/D) An infantry regiment was reported5 at Yung-tien-cheng Army Barracks AL-I
and is actually present. However, since there is no indication of a main force division, this unit is probably
associated with a garrison division. This facility may also house a unit of mortars or 107mm multiple-rocket
launchers. No changes have been observed at this installation.
25. (S/D) The facility identified as Kuantien Army Barracks North AL-1 and as housing
an infantry regiments is probably not military related. There is no evidence of infantry training in or adjacent to
the installation.
26. S D) An artillery regiment has been reported5 at Kuantien Army Barracks and Storage South (BE

There is no other indication that this facility ever housed an artillery unit. This location has no confirmed
vehicle/equipment storage nor are there any artillery training areas within or adjacent to this facility. The type
and appearance of the buildings suggest a civilian or support function. Current construction indicates that this
may be a maintenance facility.
27. (S/D) The engineer battalion reported in the interim NBRG5 at Shanghekou Barracks Area is proba-
bly main force since there has been no evidence that garrison units have associated bridging equipment. This
engineer unit may be associated with the independent engineer regiment at Dandong. No change has been noted
at this facility.

28. (S D A tank unit of unknown subordination is reportedly5 at Kuantien Army Barracks Southeast
AL-2 The armor unit here consists of a battalion of tanks and a battalion of armored
personnel carriers. The total number of armored vehicles observed here has never exceeded the number of
armored vehicles usually seen in a tank/assault gun regiment. However, tracked vehicle storage sheds are under
construction. Additional evidence will be required before a full tank regiment can be confirmed at this installa-
tion although the appearance of the facilities and the types of buildings suggest a unit of regimental echelon.
