SOVIET MOBILE MISSILE SUMMARY
SUMMARY
1. (S/D) This report updates information in NPIC report on SS-20 mobile IRBM bases 25X1
in the USSR. This report also includes a synopsis of significant mobile missile activity seen at two offensive
missile test centers, a production facility, and several command and control facilities.
2. (TSR) Significant activity at deployed facilities (Figure 1 and Table 1) during the reporting period
included the launching of three SS-20s from the Drovyanaya SSM Complex the identifica- 25X1
tion of two new mobile bases in central USSR, SS-20-related construction at two MRBM and IRBM launch
sites, 12 SS-20 field training exercises, and the conversion of three-bay garages to four-bay garages at
three support bases.

4. (TSR) As of of the 37 mobile bases were in the late stage of construction or complete
and were assessed as being capable of maintaining an operational unit. Based on past construction
practices, the 37 bases, including the remote site at Drovyanaya, will eventually contain a total of 336
single-bay garages to house SS-20 missiles on launchers. Six of the bases are in the eastern section of
Siberia, five are in the western section of Siberia, ten are in the central USSR, and 16 are in the western
section of the USSR (Belorussia).
5. (TSR) Drovyanaya SSM Complex. On~three SS-20 IRBMs were launched from the com- 25X1
plex (51-31N 113-01E) to the Kamchatka Peninsula at 0417Z, 0455Z, and 0540Z.2 The second missile failed
shortly after launch; the other two made successful flights to the Kamchatka Peninsula where they
impacted approximately 18 minutes after launch. The launches were reported to have been approxi-
mately 21 nautical miles (nm) north-northwest of the town of Chita.
6. (TSR) Drovyanaya Mobile IRBM Base 2. On an SS-20 transporter-erector-launcher (TEL) 25X1
with an SS-20 missile canister was protruding from a missile-ready bunker (MRB) at this base (Figure 2).
This is the first observation of a TEL at an MRB. On the TEL was not present. 25X1
7. (S/D) Drovyanaya Mobile IRBM Base 4. A fourth bay has been added to each of the three-bay
garages at this base. As of two four-bay conversions were complete and one was in the midstage 25X1
of conversion. This was the second mobile IRBM support base to undergo three-bay to four-bay conver-
sion.
8. (S/D) Drovyanaya Mobile IRBM Base S. On an SS-20 missile canister was partially erected 25X1
inside a single-bay garage at this base. A probable SS-20-associated vehicle was on the road next to the
garage. This was the first observation of an occupied single-bay garage at this base.
9. (S/D) SS-20 field training exercises in the Drovyanaya Complex were as follows:
