SUBJECT: Continued Release of Film to Other Agency Components
1. When EPIC initially started at the Steuart Building, it was
generally agreed that certain photographic materials could be released
to other offices within the Agency in order to alleviate manpower and
space shortages. In addition, because of security restrictions limiting
entry to the Steuart Building by people who had a need to obtain infor-
mation from non-system material, other exceptions were made. The Insti-
tution of the ORR/AM special map program also prompted large shipments
of film outside of NPIC to Langley. Thus, over the intervening years
more and more analysts have been introduced to photography and the value
of photo interpretation in the Intelligence process.
2. There has been increasing concern within this division at the
evidence of photo-interpretation being accomplished by these other
Agency components. Such concern prompted our staff study of April 1962
(Enclosure 1). The points outlined in this staff study are still con-
sidered most valid. Recent events have not lessened our concern and it
now appears that in view of discussions between the Director, CIA, and
Director, DIA, in terms of not duplicating effort within the DOD, it
seems most appropriate to settle Agency internal problems of duplication
at the earliest possible moment.
3. Each of our branches serves an entirely different set of Agency
requesters and therefore their problems vary. Attached for your refer-
ence are their views (Enclosure 2) of the problem we now face and some
examples of what PI effort is being lade at Langley. We recognize that
it is difficult to substantiate all of the examples and there are many
assumptions included. Also attached are several documents that have
been prepared by other Agency offices that contain results of photo
interpretation by non-PI personnel. (See enclosures 3, 4, 5, 6 and T)-
4. Finally, attached for your information are a listing of "Dis-
position of Film Loaned to ORR" (Enclosure 8) as prepared by the Assistant
for` Operations, NPIC, and a list of PI equipment available in ORR (Enclo-
sure 9). The film loaned is over and above that Teich this division has
furnished In the form of DP's, enlargements,, prints, atereograms, and

viewgraphs in response to direct requirements.
The basic issues remain as follows:
A. Duplication of PI effort within the Agency.
B. Responsibility for PI--who has it? NPIC and PID will
continue to_ be credited with mistakes of others as well as
our own unless all PI is delegated to NPIC.
C. Filet a manpower utilization--if decentralization of PI
continues, (a) more copies of DP's will have to be ordered
to meet NP'IC, PID, surd other Agency component needs, and (b)
qualified PI's will find more and more of their time diverted
to "graphics register type" services to simply supply
photography for work by non?PI personnel.
