As is well known, the "New Democracy" economics embraces five categories; State-operated economics; co-~.:peratives econoiriics; indict vidual economics; private capital ecc, norrrics; aria national capital ec- onomics. At the same time, the "Tlew Democracy" economic policy is to develop production, advance the economy, protect public and private interests, and. ensure profit to both labor and capital. Therefore, private banking that serves to foster social wealth and, helps incre~.so production, can not only survive, but will also be protected. How~vcr, looking at it from rr the present subjective conditions, does private banking adequat ;ly fit into the ec uno tic policy of the New Uem- ocracy?" T think not. For this r..ason, let's make a brief' investigation. First, we should explain the nature of Chinese, financial capital, especially that of Shanghai. u/e should frankly confess that for several decades it has in part been basically compradore capital, and has been associated with bureaucratic capital. We likevd;3e confess that some of the money-shops have drawn their capital from the villages, and have long been linked with commercial capital. There:E'ore they have not yet wholly rid themselves of feudalism. We also see clearly that after victory in the 'War of Resistance, a portion. of the financial capital that poured into Shanghai, from ,he hinterland, represented certain social strata just Declassified in Part - Sanitized Copy Approved for Release 2012/03/28 : CIA-RDP82-00039R000200060017-6 .,, ,s, It was the financial ca'pi'tal of as it had in Shanghai for many y~ax 'st ' rowri. up under the ~l~apanese ~.~i~~per~.ala. speculatve nature ti~ha.ch had re g irae . oal conditions in bax~ka.ng?
