In general the Party in the USSR exercised control over appointments of leading personnel in all, administrative and economic fields in the country. All nomenclature (nomenklaturnyye) employees., s. those whose appointments were to be approved from a higher level (all-union ministry, republic ministry, combine, trust) were to be, cleared by the Party agencies, as follows: Employees belonging to.the nomeno.lature of all-union ministries in positions equivalent,tb republic ministers, by the Central Committee of the All-Union.Communist Party.. These employees were all republic ministers and other personnel i.n,~positions equivalent to republic ministers, b. Employees belonging to the nomenclature of all;-union ministries in positions lower than republic mintgU r, by the Central, Committee Republic Communist Party. These employees were directors, chief engineers, and similar 'personnel of enterprises of ':'all-union importance" (vsesoyuznogo. znachen.ya). o. Employees belonging to the nomenclature '. of'republi.c' ministries, by.,the Central Committee Republic Communist Party..-TO this group belonged directors of all enterprises'- of "republic.impor- tance"'('respublikanskogo znacheniya) and their deputies. To this group belonged directors, trust section chiefs, etc. of coal mines or other enterprises. e. Nomenclature employees of any trust, by the oblast or rayon committee Communist Party. These would be shaft engineers in coal mines, section chiefs in the mine administration, and similar employees. f. Kolkhoz presidents and MTS directors who serviced one rayon, by the rayon committee Communist Party. Directors of inter-rayon MTS were cleared by the oblast committee Communist Party. 3. Accounting personnel were normally considered "nomenklaturnyy" of the highest accounting authority in the responsible ministry. Practically speaking, however, the chief accountant of a coal mine was a nomenclature employee of the chief accountant of the respon- sible trust; and in turn, the trust accountant was a nomenclature employee of the chief accountant of the responsible combine. The same procedure was applied to engineers and other specialized employees. All nomenclature employees first had to.bave.clearance from the Party agency, and only after that could their appointments be taken up with the responsible economic and administrative authorities.. Dismissal of nomenclature employees could be requested either by responsible superiors or by Party authorities. In any case, dis- missal was to be concurred in by the Party. In case of disagreement of the'responsible ministry and Party agency, the matter was referred to the higher Party agency whose decision was binding both on the ministry and the subordinate Party agency. However, since practically all employees in leading positions in economic life were Party members, they usually accepted decisions of Party agen- cies without any protest.
