3,000 troops could be billeted in each. During World War II,
semi-permanent wooden buildings were constructed and occupied
in each caserne, thereby enlarging their capacity. In 1953
tents were visible from the streets. It was common knowledge
that Soviet troops occupied caserne buildings and that Rumanian
troops slept in the tents. some

In January 19540 the former high school building
at Mangalia and Mircea Voda streets in Constanta was being
utilized by Soviet troops as a headquarters and possibly as an
officers, casino. During the day officers were observed entering
and leaving the premises, while at night they could be seen
escorting women into the building. 1.

the Black Sea. Four of these were emplaced in the northeast
part of Constanta and the other four south of the city in
Agigea 5 44-06, E 26-317. Range of these guns was supposedly
30 miles. The Naval Coastal Arty Regt was to replace the Soviet
