During World War II, semi-permanent wooden buildings were constructed and occupied in each caserne, thereby enlarging their capacity. In 1953 tents were visible from the streets. It was common knowledge that Soviet troops occupied caserne buildings and that Rumanian troops slept in the tents. some Soviets wearing metal tank insignia on black shoulder boards, three caoernes on Carol street, near Ferdinand boulevard, Constanta.l.
