OF PAGES 2 25X1X In Feburary 1955, source heard the second or third-ranking official of the Hungarian Embassy in East Berlin remark that his Embassy was very busy issuing visas to West Germans who wished to visit Hungary. Further,, that in the Embassy's haste, many ethnic Germans and former residents of Hungary who should have been turned down had been able to obtain a visa. The official then remarked that more oars would be taken in the future to ensure that visas were given only to persons who had no past connection with Hungary. It was source's impression that the Hungarian Government's pressing need for foreign exchange was the primary reason for allowing tourists to visit Hungary and that the desire to propagandize the visitors was only of secondary importance.
