The only international front organization with which the World Federation of Democratic Youth (WFDY) cooperated closely was one of its auxiliaries,, the International Union of Students (IUS ), in Prague. l In summer 1953, the WFDY and the IUS. jointly financed the travel of youth delegations from Western countries; the.WFDY paid for the travel of the delegations to the Congress in Bucharest while the IUS paid for the travel of the delegations from Bucharest to.the Commu- nist-sponsored World Student Congress in Warsaw. ef1SIDY -loaned some of'its translators to the IUS for the congress. 2. -All WFDY employees at the headquarters in Budapest knew that the IUS was Communist-run because of the way in which staff members of both organizations transferred from one organization to the other. For example, Roberto Carillo, the former Spanish representative at WFDY Headquarters, had worked for IUS before he went to Budapest. Caril- lons predecessor in Budapest, Luis Azoarate, is presently with the IUS in Prague. Cooperation between the WFDY and other international front organiza- tions was more routine. The World Peace Council regularly invited the WFDY to send representatives to its meetings and the WFDY returfed the invitation as frequently. The WFDY also cooperated with the Youth Section of the World Federation of Trade Unions? the Women's International Democratic Federation, and other similar front organiza- tions. The presidents and general secretaries of all the various front organizations faithfully attended each other's meetings, signed SECRET ---------- Approved For Release 2002/08/07 : CIA-RDP82-00046R000500300004-9 Approved For Release 2002/08/07 : CIA-RDP82-00046R00050030 *i_A SECRET - 2 - each other's petitions to protest against the-atom bomb and, in general, wasted enormous amounts of time returning favors. For example, in January 1955, -Jacques Denis (France), General Secretary of the WFDY, and Bruno Bernini, WFDY President and an-Italian CP member, attended the "Enlarged Meeting of the Bureau of the World Peace Council" in Vienna where both signed the "Appeal to the Peoples of the World". On their return to Budapest, they gave a .report to a committee of the WFDY Secretariat about the work of the World Peace Council and on the importance of that organization's current campaign to "frustrate the plans of the'atomic warmongers". After hearing such reports, the WFDY usually sent circulars to all of its affiliates urging them to support such organizations in their countries. Occasionally, this type of report became the subject of an article published in the WFDY's publication, World Youth. Source believes that even though all the individuals involved in international front organization collaboration are convinced Commu- nists, liaison between the organizations has some long-range use in impressing gullible outsiders. 25X1A1? 25X1A 2. omment: Roberto Carillo, now said to be in Moscow, is a younger brother of Luis Carillo who is said to be the secretary. of the Central Committee of the Spanish Communist Party in Prague.
