1. The CO of a Guard Unit must direct all the activity, training
and living conditions of the EM and plan each operational
day. He must control the functional work of the officers
and NCOs (except that of the Special Affairs Officer, with
whose work he' cannot interfere), receive all orders from
higher commands (Most Secret, Secret, and Confidential orders
and put them, into effect in the everyday plan. When need
arises, he must answer for the time and Means used to
carry out thee orders. He makes the monthly report on
political and duty training, and on the work of the service dogs,
Once a month he attends a special conference at battalion
headquarters, where he delivers a verbal report on border
duty. :The conference is called a collective analysis of
border 'duty (Kolegjalna. analiza sluzby granicznej), He
reports to battalion by telephone code on all mishaps and
extraordinary happenings, and follows this up with a written
report. He constantly checks and organizes the work which
,keeps the control area in good condition, such as plowing or
harrowing the control strips, etc. Generally, the CO is
responsible for the complete life and work of his unit.

2. The Special Affairs or Inquiry Officer (Zastepca Komendanta
do Spray Zwiadu) conducts investigations in the Guard Unit
area, organizes security agency nets, investigates illegal
entry-suspects, border-crossing-activities and persons of
doubtful reliability, and reportshis findings to higher
authorities. He checks persons held at the border and their
documents. He maintains constant liaison with the civilian
population over an area some distance in from the border, anl
? with such organs as UBFM0 (Urzad Bezpieczenstwa Publicznego
Milieja Obywatelska - Public Security Office Citizens
Militia), CRMO (Ochotnicza Rezerwa Milicja Obywatelska -
Volunteer Reserve Citizens Militia), PZPR (Polskie Zjednoczenie
Roboczy Partja -Polish Union Workers Party), ZMP (Zjednoczenie
Polskie illodzierzy - Polish Youth Union), GRN(meaning unknowlmg,
etc. He appears at all community meetings an Farty
and organizational gatherings. In the absence of the CO he
becomes acting CO.
30 The Political Affairs Officer (Zastepca Komendanta do Spray
Politycznych)-conducts instruction along, Party-political
lines, organizes studies and evening programs for the Guard
Unit (for national holidays), and publicizes addresses and
talks. On holidays he organizes sports and games and takes
the soldiers to the theater and movies. In the Guard Unit
he directs the work of the ZMP and also maintains constant
cooperation with PUR and ZMP. In order to convince and
guide the undecided soldier he directs propagandi in the
unit. In the absence of the CO and the Special'Affairs
Officer he takes over the duties of the CO.
The Chief of the Guard Unit (Szef Straznicy) conducts and
directs supply functions in the unit, and maintains the
clothing and food warehouses.' He directs the work of the
horses, is responsible for policing barracks, and forma the
duty rosters. He is responsible for the health of the
soldiers, and controls and directs the work of cooks and
stable hands. The duty and tactical combat training of the
soldiers and their lessons in care and maintenance of
clothing and equipment are a part of his responsibility.
5. The Investigations NCO (Podificer Dochodzeniowy) conducts
inquiries within the unit concerning extraordinary
occurrences, such as sleeping or drinking on duty, dis-
turbances amongst the population, poor execution of duties,
losses of clothing and equipment, robbery, etc. The NCO
conducts private interviews with soldiers, writes corres-
pondence about his functional work and conducts informant
work in the civilian border population.
The Signal Communications NCO (Prodificer Lacznosci) is respon-
? sible for the operation of telephone communications and makes
repairs. He instructs soldiers in telephone servicing and
switchboard operation.
The Squad Leader NCOs (Fodoficerowie dowodcy druzyn) con-
duct drill and combat training of the soldiers and are
? responsible for discipline in their squads. These NCOs
rotate the Charge of Quarters' duty of the Guard Unit.
