Evidence of shortages was clearly visible. Coal rations for private heating were cut several times, and coke was completely excluded from private consumers. Private consumers get the worst quality, usually only inferior soft brown coal. There is a propaganda drive in industry and transport not only for saving coal, but for switching to brown'coal. Only recently 0 Radio Prague broadcast interviews with locomotive engineers who explained their success in using soft brown coal and even brown coal powder in express train engines. In 1950 the hot water was turned off for five or six days a week in large apartment houses in Prague. There are severe punishments for the violation of the directives limiting the heating of public and even private rooms. A?great deal of importance is placed upon coal production by the government and the Communist Party. Because of the production difficulties a special "vladni poverenec" (government comissar Minister of Int ri r Vaclav Nosek) was appointed. pro- duction is no keeping pace with the expansion of the rest of heavy industry.
