THIS IS UNEVALUATED INFORMATION
1. On 19 Sep 46, the Council of Ministers, USSR, and the Central Committee of the
Communist Party passed a resolution directed against violations of the Charter
of the Agricultural Artel on Kolkhosee, For supervisory purposes and as a guard
against attempts at charter violations on the part of kolkhozee a Council for
Kolkhoz Affairs was created in the government of the USSR. The Council has the
following duties
(a) Improvement of the Charter of the Agricultural artel on the basis of pro-
poeale made by persons active in kolkhoz developments,
(b) Development of measures for the systematic expansion of the socialist economy
of kolkhozee, and development of measures for encouraging kolkhozee which
honorably fulfill their State obligations.
(o) The convocation of representatives of kolkhozee as often as necessary.
2. The Council for Kolkhoz Affairs is supposed to keep abreast of kolkhoz effairs
a

guar
kolkhozee from abuses on the part of local officials, supervise the
correct distribution of kolkhoz earnings, the correct exploitation of kolkhoz re-
sources, strengthen discipline on the kolkhozee and so on,
The Council has supervision over the propriety of contracting between kolkhozee
and machine tractor stations, works out procedure for the compilation of labor,
property and resources on the kolkhozee, drafts legislation and brings it to the
:?overnmeit for confirmation, publishes various sets of rules and instructions,
and so on. Directives of the Council are compulsory for ministries, departments
and local organs. The Council it concerned with all basic problems of kolkhoz
life, but it does not direct k'l.khozes, it only exercises control through its
representatives attached to oblast' executive committees. A kolkhoz Yam the right
