road. The construction may be paving block, driven stone, or asphalt surface. 25X1

The "improved, dirt roads" which are not passable after heavy rain, have a total width
from drainage di,toh to drains a ditch, of 8 to 10 meters and arm graded so that there

Country roads are usua;ly 8-10 meters wide (from center to center of drainage ditch)
with shoulders at a 10 angle. On each side of the road is a level atreuob two
meters wide which could possibly be used as an alternate road in bad weather, How-
.ever,, where the road passes through cultivated areas, the farmers plant their fields
up to the edge of the drainage ditch, taking in the two-meter stretches on the sides
of the road, "Improved" country roads actually have little "improvement", Collec-
tive farmers contribute six days of labor per year to the maintenance of local and
rayon roads, An improved road from Kirovograd to Poltava was under oonatruotion in
1950 and. was built as follows: Crushed stone was laid on a base of sand; gravel
was used to fill in the gaps between the stones, and the whole was covered with a
laver of sand.
In 1949, collective farmers in the Ukraine, wire engaged in the construction of a
hard surfaced highway between Kiev and Odessa,, The now highway will by-pass Kirovo-
grad to the east.

Road construction to carried out. to a great extent by collective farmers who have
bottle or no ex+ertenae in this type o work. Thus, although plans for road build-
ins are well prepared, actual construction is poor.
Thousands of highway bridges were destroyed during the tern retreat f ,om the USSR.
These bridges were temporarily repaired by Soviet Army I sneers and 'v 'e subse-
quently turned over to civil authorities. The latter have as yet mode no efforts
to replace the temporary bridges with permanent structures.
