The stimulus for most trips rested with the assistant directors or their superior, the director himself. Discussions would be held by the mothers of the assistant director's division, who would draw up a proposal, including area of USSR to be visited, purpose of trip, complement, and a budget. This proposal had to be first circu- lated amongst the various museum divisions for indications of interest by staff members. All divisions had the privilege of requesting that their particular field of interest he indulged with a reasonable nutter of specimens, thus normally, 'increasing the requested budget. The overall plan was then handed to the museum director who had the power of passing, altering, , vetoing. If the director passed a plan, it was then given to the comptrollar of the University, who had the privilege of altering the budget if necessary Or giving final approval. Univer- sity funds were allocated by the Ministry of Education each fiscal year, and field trips usually were planned for the end of that year when unused funds were dumped indiscriminately in order to justify a like fund again. 2. No special permits or papers were necessary for personnel or equipment while working in the interior of USE, except for a valid Soviet passpoit. 3. Near border areas, such as in th!
