(LISTED BELOW) SUPPLEMENT TO REPORT NO, THIS IS UNEVALUATED INFORMATION 1. Sinkiang in 1950, it was still an ic50X1o17 primitive 'country in oomparison to the US. The industries that had been established there were microscopic as compared to similar industries in this oountry, The major cocupatione of the natives of Sinkiang were those of trapping wild animals; breeding of mole, horses and cattle; farming; lumber; minlng; the manufacture of various native handicrafts such SS rugs; exporting of these items and their byproducts much am pelts, hides, casing., etc. for manufactured items from the USSR (because of its proximity) and other countries. Some small industries were developed in Sinkiang since 1233 by the Soviets* However, when we left Sinkiang there were no ohemioal plants, steel induotriei, or evid50X1 of any production of atomic bomb materials (other than the Mining of uranium). 2* The nine eleotrio generating plants that were oonetruoted in Sinkiang by the Soviets were not supplying electric power to any industries, other than the flour mills in Utumohi and Kuldja. All of these electric generating plants Were driven by steam locomobilee. The electric power, other than in the CRSO of the Urumchi and Kuldja flour in.tl, was used only for lighting purposes. 23. Sinkiang labor is highly unskilled, except in the case of long-setablished industries such as leather tanning, wool washing, preparation of casings, rug Weaving, etc. The newly established industries in Sinkiang always had Ghinese directors (who were surrounded by Soviet Hadvisorsn, who did mare than :rel- advise) and native Moslem labor. The working day for the common laborer, ,tarted at 600 a.m. and encled at 5:00 p.m1;) with one hour off for lunch.
