The general organization of the complex of the Ukrainian Academy of Sciences is
shown in Figure 1 5 2 of this reporf. This does not pretend to be a complete listing,
but rather to show the over-all: organization in 1941-1942 and something of coordinative
procedures.
2. ,,As shown in Figure 1, there was no official or formal connection between the Ukrainian
Academy of Sciences and the Soviet Academy of Sciences. In practice, however, there
Was of course a relationship. The extent of this interrelationship and the degree
of direction exercised by the Soviet Acedemy on Republic Atademieevaried with the
particular situation. The Ukrainian Af.eldey was4quite independent, whereas the Academies
of Science of TUrkestan an/ Azerbaijan were much more dependent - having been initially
established by the Soviet Academy and close directive contact havingleen maintained.
Direct and official contact between Regic,'.. Academies was via the higher directive
echelon of each, but there was as might be expected heavy research or scientific corres-
pondence between workers at different Regional Academieb and Institutes.
3. The majority of the personneIat the Ukrainian Academy of Sciences in 1942 were from
the Ukraine. However, there was no overwhelming preponderance of local people and there:
were many Russians among the outstanding specialists and upper level scientists and
adelimestrators. The qualifications for employees of the Academy naturally varied With
the 2e.:Aion involved. In general, however, the folio:Wing were required for the lower
level of scientific personnel (junior research worker).
a. Completion of higher education (ie, graduate of university or institute),
b. Some evidence of ability to work productively in research,
c: A "clean? biography, and
d. Sometimes a recommendation from the Communist Party or Professional society.

4. The requirements for election to active or corresponding membership in the Ukrainian
Academy of Sciences were (in l942)

a. OatStanding research,
b. Many important publications,
c. Usually a Doctorate of'Science (more than the VS PhD, obtained.
only after a lifetime of work and around 50 yrs-of.age; roughly
corresponding to the Doctorate of Science in Sweden),
d. Clean political and Communist Party bill of health (not on Black List).
There were some political.appointments, and there were a large number of good scientists
who were not members because they were not trusted by the Soviet Government. -Very
occasionally, members were elected who had little or no scientific or acadeidc ability
(eg, (fnu) Lonliteluk, the Ukrainian playwright). Election to the Ukrainian AcadeMY'
automatically brought a DOctorate of Science-, if the recipient had not already redeived
the degree. In 1942, there were only about 50 members of the Ukrainian Academy and
about 50 corresponding rembers.
