The following are the important functions of the various offices within the
Polish Import-Export Agency for Leather orimpex')s
(a) Director - Zygmunt Starzensld

(b) Import Division - directly responsible to the director. Chief of the 3 art D17,rision

Division was to purchase the best quality leather for the'least amount of money,
above all to make sure that the import plan was fulfilled.
(c) Export Division - Chief Zdzislaw Bach

The Export Division had 15 employees.

(g) Organization Division - Chief (fnu) Blicharski and three employees- kept a complete list
of all companies dealing with the I7nio rT--%Fo-rt Agency. Prior to any contract negot atift
the chief of the import or export division. had to receive clearance on the company. If
the name of the company did not appear in the indexes of the organization division, a
report including name and location of the company was submitted *to the Minister who in
turn notified the Commercial Attache in the appropriate country. The comerc:Fal attache
would then obtain the necessary information concerning the reliability of the company in
question. Only after the company received clearance would approval be granted to carry
On noisiness transactions. The division also subscribed to all Trade and Cod . -ce
periodicals, magazines and publications.
(h) Transport Division Chief (fhu) Jedrze kowski.. This division worked closely with Hartw1g
(International Transport Agency)._.. All negotiations being completed, a duplicate of the
entire contract was submitted to the transport c ief. All arrangements for tr;atiportatian
to port of entry and final destination were the chiefas responsibility.
(I) Cooperation with democratic countries. The position of chief was entrusted to a Party
member who worked directly with the director and chiefs from the import and ex6x)rt
division. Its main function was to purchase leather for Satellite countries WrO ch were
unable., for political reasons, to deal with countries in the West. The goods would be
purchased by Poland and then resold to the Satellite country with no profit to Poland.
(j) Planning Division - Chief (fnu) Zngelhardt This
25X1 division employed Communist youths exc usively. When the overall quar ly pi t was received from the 1{ nistry in Warsaw, the planning division was responsible for seeing
that the import-export quota was fulfilled. It also had the responsibility of checking
figures submitted by the import and export divisions to make sure that no mistakes had
been made as far as changing meters to feet, kilograms to pounds and zlotys to US dollars
are concerned.
