1. The Russian colony of Dairen and vicinity numbered about 1500 during World
War II.
2. When the USSR forces occupied the Dairen Port Arthur area at the end of
World War II, the Soviet secret police arrested and deported to the USSR
approximately 10% of the local Russian colony. Virtually all of those de-
ported were men, and most of them in the younger age group. The deportees
disappeared completely; no one heard frbm them or learned their fate
Arrests and deportations continued intermittently on a small scale up un-
til garch 19527. Out of 150/200 "Manchurian Russians"
migrants of long residence in Manchuria and their descendantgemployed
in the same industrial plant about 10 were arrested and dis-
appeared during 1946 - 53.
3. In addition to those arrested and deported, the secret police picked up a
50X1 large proportion of the male Russian residents for questioning.

When the Soviets first moved into Dairen both USSR military and civilian
personnel, known as "Moscow Russians" to distinguish them from the
Manchurian Russians, mixed fairly freely with the latter. The children
of both groups attended the same schools. Moscow Russians enjoyed great
economic advantages over Manchurian Russians.
the Moscow Russians were paid roughly 10 times as much as the
Manchurian Russians for comparable services. Nevertheless, the Soviet
authorities quickly realized that the Manchurian group was influencing
the Moscow group far more than the Moscow group the Manchurian. The
authorities therefore prohibited any unnecessary intercourse by Mbsccw
Russians with the local colony. The children of local Russians were
denied admittance to the Soviet operated schools and the local colony had
to set up its own schools. 1 any Moscow Russian
who showed signs of a friendly interest in a local Russian was transferred
out of the plant to some other post.

5. The Nhnchurian Russians were all required to attend political in-
doctrination courses presided over by one of the Nbscow Russians. Occasionally
50X1 a uniformed visitor from outside the plant would attend, obviously to check on
how the lecturer was conducting the class. These classes were extremely boring
to all concerned including the lecturers. often seen a lecturer glance
surreptitiously at his watch to see how soon he could terminate the class.

do not believe that these classes
were effective in changing the views of local Russians.
During World War II the local Russian colony in Dairen organized a cooperative
store to supply its needs. Stocks carried were mainly Japanese goods. The co-
operative was continued atter the end of the war, but gradually Japanese goods
have been replaced by Chinese goods manufactured in Shanghai. The cooperative
carries very few USSR products.
Ships run between the two ports but I do not know if
this is a scheduled service or haw frequent it is. There is a small amount of
trade between Dairen and Tientsin.
