ANNOUNCEMENTS
Air Force Representation on the EIC, its Subcommittees and Working
Groups:
Chairman, EIC, contacted Brig. Gen. Wynne, Deputy Assistant
Chief of Staff, Intelligence, USAF, on 11 December '63, to determine
whether or not Air Force was now in a position to provide representation
on the EIC. Chairman asked whether AF still felt that it could not provide
representation on the EIC or any of its SCs. Gen. Wynne responded that
they did not have the manpower and competence and that they had only 7
analysts who were fully occupied in following current intelligence and
"hardware" of interest to.:'the AF. Even if representation were insisted
upon, anyone attending would be unable to make a contribution. He felt
that it would be unnecessarily time-consuming and non-productive.
Gen. Wynne indicated that representation on the EIC Working Group on
the WG's collection guidance
was considered essential in view of
responsibilities.

Request to DIA for Detail of an Officer to-Staff:
The Chairman of the EIC WG on on which the
senior DIA member is from DIA AQ 1, has suggested that the staff serving
this WG in coordinating the Program here in Washington needs strengthening
and that full-time assistance of an officer from the DIA would be extremely
helpful. This suggestion appears to have real merit because of the large
number of targets of military interest included in the guidance provided
by the Program.
Chairman, EIC, by memo to Rear Adm. Samuel Frankel, USN,
Chief of Staff, DIA, requested that DIA consider the detail of an officer, 25X1X4
on a full-time basis, to -Staff, to assist the staff in (a) validation
of requirements (targets for observation) submitted for inclusion in
(b) management of the production of the Program's guidance documentation;
and (c) liaison with participants in the Program on the intelligence production
and collection management levels in the DOD, the Department of State, and
the CIA.

Electronics and Telecommunications
Approval of LCDR. Harold H. Sacks, STIC, as Chairman of
this SC vice CIA, reassigned or of other nominations
were due the EIC/S by 7 January. Since no objections were received
consider this nomination approved as of this date.
