2. Membership
a. No objections were received to the nomination of
25X1A9a - CIA/ORR, as Chairman of the EIC Subcommittee on Electronics
and Telecommunications and this nomination was considered approved
25X1A9a as of 18 June 1964. CIA/ORR, is designated
Executive Secretary o this subcommittee, effective 18 June 1964.
b. The Department of State has nominated William R. Womack,
INR/RSB/BE to serve as Chairman of the EIC Working Group on Aid and
Trade Activities in Less Developed Areas of the Free World vice Mark J.
Garrison, reassigned. No objections were voiced to the appointment of
Mr. Womack as Chairman and this nomination was considered approved
as of 8 July 1964.
c. The EIC Secretariat plans to update and issue a revised
Directory of EIC Personnel during August. Listings of personnel
designated by member agencies to serve on the EIC, its Subcommittees
and Working Groups will be circulated to members for their review and
revision during July.
3. Subcommittee and Working Group Annual Reports
The majority of annual reports have been received by the EIC
Secretariat. A draft Annual Report to the USIB of the EIC, Fiscal Year
1964, will be prepared for members review and approval at the August
meeting.
4. Petroleum Subcommittee Working Paper on "Military Con-
sumption of Petroleum Products, Communist Countries, 1962-63"
(EIC-PSC-WP-5, June 1964, Limited Distribution)
The Acting Chairman announced that this working paper had
recently been disseminated. He stated that this type of working document
is a valuable basic reference for the intelligence community. He expressed
appreciation to the DIA for their major role in the production of this paper.

APPROVAL OF MINUTES:
The minutes of the EIC meeting of 12 February 1964 (EIC-M-104)
were approved.
CONSIDERATION OF EIC-R16-S5, "THE INTERNATIONAL TRADE AND
TRANSPORT OF COMMUNIST CHINA, 1963":
The Acting Chairman introduced consideration of this report stating
that it was a community product; the trade section had been prepared in
consultation with the Department of State; the ocean shipping section
prepared by the Department of the Navy, ONI; and the interior transport
section prepared by the CIA.
The report was reviewed on a page-by-page basis and a number of
minor modifications and changes were proposed and accepted. In
accordance with one of the adopted proposals the word "summary" is
to be omitted from the title of this and future issuances of the EIC-R16
series. reported that the map of railroads and selected
roads had been coordinated with the DIA and was being reproduced for
inclusion in the report. The Acting Chairman requested that consider-
ation be given to including more country data, especially for Free
World countries, in the trade tables of future issues. He felt that
tables should contain data concerning major developments discussed
in the text. The Committee approved the report for issuance after
editorial changes and commended the two responsible subcommittees
for producing a well-written report.
Timing of Future Reports: The Department of State representative
requested that consideration be given to the timing of the preparation of
future reports in this series. He pointed out that data are more reliable
and estimates firmer after receipt of the Soviet foreign trade statistics

(between July and September) but that, on the other hand, policy-makers
have a considerable need for a preliminary estimate of China's trade
volume and pattern as soon as possible after the year's end. He there-
fore proposed that ORR, early in the first quarter of the year, publish
a preliminary study on Chinese foreign trade and then later in the year
(possibly September) the EIC publication could be prepared after receipt
of comprehensive official data.
The Acting Chairman stated he felt there was great merit in producing
an estimate on the level of Chinese trade in the early part of the year that
would be available for use in the community and that it would be possible
for ORR to do this.
The proposal that the EIC publication be deferred until after receipt
of the official foreign trade statistics was deferred for consideration at
the August meeting.
