ANNOUNCEMENTS:
Air Force Representation on the EIC, its Subcommittees and
Working Groups
The Acting Chairman reported that Brig. Gen. Wynne, Deputy
Assistant Chief of Staff, Intelligence, USAF, had been contacted to de-
termine whether or not the Department of the Air Force was now in a
position to provide representation on the EIC. Gen. Wynne responded that
they did not have the manpower and competence, and that the few analysts
they have are fully occupied in following current intelligence and "hard_
ware" of interest to the Air Force. Gen. Wynne indicated, however, that

continued re resentation on the EIC Working Group 25X1X7

Working Group's collection guidance responsibilities.

Request to DIA for Detail of an Officer to the
Program Staff
The Acting Chairman reported that the Chairman of the EIC
25X1X7 Working Group on the had suggested'
that the Staff serving this Working Group in coordinating the Program
needed strengthening and that full-time assistance of an officer from
the DIA would be extremely helpful. He reported that the Chairman,
ETC, had communicated with Rear Admiral Frankel, USN, Chief of
Staff, DIA,. requesting that DIA consider the detail of an officer, on
25X1X411 a full-time basis, to the to assist in the
validation of requirements submitted for inclusion in the Program,
management of the production of the Program's guidance documentation,.
and liaison with participants in the Program on the intelligence pro-
duction and collection management levels in the Department of Defense,
the Department of State, and the CIA. There has not as yet been a
response.
Approval of Subcommittee Chairman
The Department of the Navy's nomination of ,L,CPR. Harold H.
Sacks, Scientific and Technical Intelligence Center, as Chairman of the
EIC Subcommittee on Electronics and Telecommunications vice
CIA, reassigned, was approved.
APPROVAL OF MINUTES:
The minutes of the ETC meeting of 27 November. 1963 (EIC-M-102)
were approved.

CONSIDERATION OF PROPOSED PETROLEUM SUBCOMMITTEE
WORKING PAPER ON "MILITARY CONSUMPTION OF PETROLEUM
PRODUCTS, SINO-SOVIET BLOC":
The Petroleum Subcommittee requested that the EIC make a
recommendation as to the value of updating its Working Paper on
"Military Consumption of Petroleum Products, Sino-Soviet Bloc".
Members agreed that this study does meet a community need.
It was agreed that the Chairman, EIC, would direct a communica-
tion to Brig. Gen. Linscott A. Hall, Assistant Director for Processing,
DIA, giving the background of previous papers in this series and re-
questing that DIA provide the necessary research support through its
representative on the Petroleum Subcommittee. The Subcommittee
Secretariat will consolidate the contribution for Subcommittee review
and issuance as a Working Paper.
CONSIDERATION OF "PRIORITY NATIONAL ECONOMIC INTELLIGENCE
OBJECTIVES":
The Acting Chairman recalled that at the last meeting it had been
decided to undertake the preparation of Priority National Economic
Intelligence Objectives (PNEIOs) as an amplification of the Priority
National Intelligence Objectives (PNIOs) and the Quarterly Supplements
in order to identify those aspects of the PNIOs that are in the economic
field.
Members were asked to comment on the ORR Economic Research
Area statement identifying critical problems that exist and the defi-
ciencies in information on these problems requiring exceptional
collection effort.
The statement was reviewed on a page-by-page basis. Modifi-
cations and changes agreed upon were incorporated and the Committee
approved the statement as a guide for the collection, production, and
coordination of economic intelligence. It was the general feeling that

the Committee should review the PNIO Quarterly Supplements and
issue PNEIO supplements as needed.
The EIC-approved statement will be transmitted to Mr. Bross,
Deputy to the DCI for National Intelligence Programs Evaluation,
and to members of the EIC community.
