1. The Acting Chairman stated that a final draft of the SIC study
on Soviet Science and Technology was being prepared and copies would
soon be distributed tot the EIG members for final concurrence [dissem-
inated 14 March]. The ORR comments and alterations are believed to
be in substantive agreement with the approved contribution of last
September. However, since there have been many drafts of Soviet
Science and Technology, with a statement in the Preface that tie paper
as been approved by the EIC, the Chairman is anxious for the Com-
mittee members to have an opportunity to check the final draft.

2. The minutes of the EIC meeting of 15 September 1961
(EIC-M-94) were approved.
CONSIDERATION OF EIC -R14-S12, "SINO-SOVIET BLOC ECONOMIC
E AREAS, 1 JULY - 31 ER
3. The EIC reviewed the report of the Working Group, and a number
of modifications and changes were accepted. The importance of the Semi-
annual was stressed not only for its contribution to the intelligence com-
munity but also for the support it provides the policy-makers. On behalf
of the EIC, the Acting Chairman commended the members of the Working
Group for their efforts in producing an excellent report.
