EIC CONTRIBUTION TO USIB ANNUAL REPORT TO THE NSC
ON THE STATUS OF THE FOREIGN INTELLIGENCE PROGRAM
The draft was disseminated to the EIC representatives on 28 July for
their review. The draft was compiled by the Secretariat on the basis of
contributions from the Department of State, the Economic Research Area of
ORR, and the Requirements Staff of ORR. An attempt has been made to draft
the contribution in as brief a form as possible so that the USIB Secre-
tariat will not be faced with a problem of further condensation. The
report is due to the USIB Secretariat by the close of business today.

BRIEFING NOTE ON
EIC ANNUAL REPORT TO THE USIB
This draft report and a draft covering memorandum to the Chairman of
the USIB was distributed to the EIC representatives on 20 July. The report
was prepared by the. Secretariat on the basis of its records for the fiscal
year and the Annual Reports from each of the EIC Subcommittees. The format
of the report this year has been changed in order to reduce the total length
of the report by eliminating duplication that has appeared in earlier re- !!!
ports. In addition, the proposed Organizational Chart has been revised in
order to show agency representation on each of the Subcommittees and the
standing Working Group. It is felt that this information will be of value
to many of the recipients of the report. The proposed chart on Production
and Other Activities has also been revised slightly in format in order to
provide a more complete picture of the Committee's various activities.

BRIEFING NOTE ON
EXTERNAL RESEARCH DISCUSSION
The EIC has received in the last Fiscal Year only a few proposed
external research contracts for review. While it is recoized that a
rnunber of research contracts previously reviewed are of a continuing nature
and therefore perhaps not appropriate for review, it is felt that perhaps
the Committee is not receiving for its consideration as many proposed con-
tracts as would be appropriate. Although the Committee is not charged
with the review of all economic research contracts on foreign areas which
may be negotiated, it very clearly is responsible for the review of these
projects which are sponsored in support of economic intelligence production
on foreign areas. It should_ prove useful to discuss this concern with the
~'IC members and to ask them to ascertain within their own departments and
agencies the degree to which the responsibility of the EIC as expressed in
DCID 31/ 1 is being met.

ANNOUNCEMENTS
1. The. Subcommittee Annual Reports were disseminated to EIC members
on 22 July. In general, these reports are well done; presenting an adequate
picture of each Subcommittee's activities during FY-59 and providing a
summary picture of the planned program of the SC for FY 1960.
The last EIC Program of Review of SC activities was started in
February 1957 and completed in September 1958. Thus, it has been 22 years
since some SC's were reviewed by the EIC and 11 months since the most recent
review. If the EIC members agree that such a program would be useful it is
proposed that the review program be renewed and that the SC Annual Reports
be used as the basis for the review. Under this procedure the EIC could
review 3 Subcommittees at each regular monthly meeting and complete the pro-
gram in 6 months.
2. The Working Group approved draft of EIC-R14-S7, "Sino-Soviet Bloc
Economic Activities in Underdeveloped Areas, 1 January - 30 June 1959", is
scheduled for distribution to EIC members on 10 August 1959. A special EIC
meeting to review and approve this draft is presently scheduled for 1000 hours,
13 August 1959, Room 1121 M Building.
3. The EIC Subcommittee on Requirements and Facilities for Collation in
its Annual Report requested the EIC to consider formally its request to be
known henceforth as the EIC Subcommittee on Requirements. The name change
serves to reflect more accurately the actual responsibilities of the SC.
Unless a member objects this name change will be effective immediately.
fIf there is objection and if a program of SC Review has been agreed to,
it is suggested that the review of this SC be the first order of
business at the next regular EIC meeting

4. Responses from the various agencies which were asked to partic-
ipate in the OPAL-59 test of the EIC procedures for an Inventory of
Economic Intelligence Personnel at Relocation Sites have been varied.
State, CIA, ICA, Interior, Agriculture, and OCDM all expect to participate
fully. Responses from the 3 military departments, JCS, and OSD have been
less encouraging, either because of uncertainty as to degree of participation
in the Alert or because of a decision not to participate. NSA, although not
participating, has agreed to transmit to the CIA Relocation Site a pre-
prepared mock inventory message so that the procedure and the communications
facilities may be tested.
It has been proposed by the Secretariat that Army, Navy, Air Force,
JCS, and OSD undertake participation in the same manner as adopted by NSA
in order that the procedural and communications portion of the test may be
effected on as wide a base as possible.
