Present during part of meeting. The Chairman introduced NSA who has been designated as the NSA. representative to the EIC and who has been designated as NSA alternate representative to the EIC. 3. The Chairman announced. that the EIC Handbook had been distrib- uted to the USIB members of the EIC and the Subcommittee Chairmen and .Executive Secretaries and had been very well received. He stated that General Truscott, CIA-Deputy Director (Coordination) had commended the EIC on the publication of the Handbook. A second edition of the Hand- book, designed for the use of the Associate Members of the EIC, is .being prepared and.will be disseminated shortly. 4. The Chairman announced that the EIC, as of 29 January 1959, had completed its review of and had approved new Terms of Reference for each of the EIC Subcommittees. 5. The Chairman announced that the Director of CIA had received a letter from General C..H..Eoyce of the Military Assistance Institute, through the Assistant Secretary of Defense for International Security Affairs, requesting copies of the Biweekly and Semiannual reports on Sino-Soviet Bloc economic activities in underdeveloped areas. The Military Assistance Institute is.conducting for the Department of De- fense a course of instruction for officers of all branches of the Armed Forces ordered to...duty with the Military Assistance Advisory Groups (MAAG) throughout the world. The EIC/S has arranged for back issues to September 1958 to be sent MAI and has placed the Institute's name on the distribution l.iststo.receive future issues as published. 6. The Chairman brought to the attention of the EIC its responsi- bility to the USIB for the preparation late this spring or early summer of a summary report on: the subject of Communist China's trade and related. problems. A CIA/QRR proposed draft outline and time schedule for this summary report was distributed to.the members (EIC-D-360, 11 February 1959) The BIC members of the USIB agencies were asked to review the proposal and advise the EIC Secretariat of their comments, suggestions, and/or approval by 24 February 1959. It was announced that the proposed "Organization and Functions of the Economic Intelligence Committee in Wartime" (EIC-D-346,, 19 January 1959) had been forwarded to the USIB for noting. It was also announced that the forms and background materials relating to the imple- mentation of the EICOapproved "Inventory of Economic Intelligence Per- sonnel at Relocation Sites" had been sent to appropriate associate member agencies requesting their cooperation in a test of the procedure during the forthcoming 1959 Operation Alert. EIC APPROVAL OF EIC-R14-S6 "SINO-SOVIET BLOC ECONOMIC ACTIVITIES IN UNDERDEVELOPED AREAS, 1 JULY THROUGH 31 DECEMBER 195 it 8. The members discussed the Draft Report submitted by the Working Group. The report was approved subject to several additions and cor- rections suggested by the members, who complimented the members of the Working Group on the quality of the draft. The Executive Secretary was instructed to incorporate the agreed changes and authorized to make such editorial changes as were necessary to prepare the report for reproduc- tion and. dissemination as soon as possible. 9. It was suggested by the Chairman, and agreed, that the Summary of the report would be published as a separate document as well as part of the full report, and that both documents would be disseminated together. 10. Discussion of the format and substance of the next semiannual issuance of this report indicated general agreement that some useful changes and additions could be made. The Working Group was instructed to prepare a proposed -outline for R14 -ST, taking into account the dis- cussions at this meeting. The Chairman suggested that the Working Group undertake this task well before work on R14-S7 begins so that it may be coordinated with the EICmembers. The National Security Agency has designated - NSA's representative on the EIC and as NSA's alternate member. 2. OSD, Office of Special Operations, has designated Mr. W. A. Smith as their representative on the EIC and Dr. Norris G. Kenny as alternate member. 3. The changes in DCID 3/1, approved by the EIC at its last meeting will not be considered by the Intelligence Board as a separate agenda item, but rather as a part of a staff study which incorporates similar proposals from all the USIB Committees. Since USIB consideration of this staff study is not scheduled for several weeks, the EIC Handbook which contains DCID 3/1 will be produced with the changes approved by the EIC reflected in the DCID 3/1 copy and footnoted to indicate that USIB action will be forthcoming.
