Changes in Basic Documents Necessary as
a Result of the Establishment of a New
Single US Intelligence Board
REFERENCE.- USIB-D-L /2, 19 September 1958
1.; As requested in the referenced document, the EIC has
reviewed the "basic documents" relating to its activities and finds
that the only changes requiring US Intelligence Board (IB) action
occur within DCID 3/1, Production and Coordination of Foreign
Economic Intelligence, 10 June 1958
20 With a single exception, the changes proposed by the EIC
in DCID 3/1 reflect merely the substitution of 16USIB1' for "IAC, "

4. The recent IB approval (USIB-M-5) of the organizational
change which reconstituted the Economic Defense Intelligence Committee
(FDIC) as a Subcommittee of the EIC has been examined in terms of
possible need for changes in the basic Directive. The EIC finds that
these economic defense intelligence activities are already, aadequately
covered in paragraph 2 b of DCID 3/t, and recommends no change
in the Directive reuulting from this organizational merger.

SUBJ T: Draft Handbook of the BIC
1. The BIC Secretariat has for some time felt that a need
exists for a handbook which would cover in one document the authority,
responsibility, procel re, and format of ETC activities. Accordingly,
the attached draft handbook has been prepared by the Secretariat and
is submitted herewith for ZIC r, tuber comment and approval. Members
are asked to review the draft and to be prepared to indicate approval
or comment on suggested changes at the EIC meeting Scheduled for
30 October.
2. It is intended to issue the handbook in looseleat form to
facilitate its use and its revision as appropriate. The draft in con-
ai,deraed couplete, although editorial changes in format will be effected
in preparation for m:ltilith reproduction. In addition, the published
version will be tabbed for convenience in use.
3. With certain minor exceptions, the procedures as outlined in
the handbook follow previously established and agreed EIC procedures.
These exceptions are to be found in the following parts of the handbook:
a. Page 27, item (5), Priority Collection Deficiencies.
As noted in the first-- paragraph of the text, the paat history
of this subcommittee activity has been poor. The procedure
as proposed in the handbook ;a an attempt to begin. a program
to revitalize this prograu in a meaningful fashion in order
to fulfill a responsibility of the C as stated in DCID 3/1-
b- Page 59, item (b), EIC Organization. Appropriate
changes in the membership statements in the quotation from
DCID 3/1 and in the EIC Crega nization Chart which follows
page 60 will be ma e . These changes will reflect the action
taken by the ~ with respect to Agenda item 2, SIC-A.'77.

a. Page 60, item d, EIC Coordination. 'Buis item in
fact represents no change in present procedures,, but. merely
spells out for clarity those procedures which have been
followed in the past .
4. Agency comments and auggestions are invited. Where the
changes and/or additions are significant, members are asked to submit
draft documents at the meeting for EIC consideration.
