of the Soviet Floe for Ecan s. c warferem" Ire Guthe stated that the
meeting was extremely profitable in that it gave the BIC an opportunity to
make comments regarding the form and scope of the project and tha extent
to which econwdc research could make a useful contribution. As a result
of this meetings BONE agreed to recorcnend that the estimate cover three
major subjects: (a) review of current Soviet policies and tactics; (b)
impact on Western Europe of certain assumed soviet aeons; and (c) impact
on the Soviet economy of these assumed actionso

3A Actions It was noted that the I1C in its meeting on l July
(IAC4-14-11; " 'a requested that the BIC prepare the tom ze of reference for
the project requested by the JIC on "Soviet Bloc Economic Capabilities for
Warfare." The ETC members agreed to establish a working group which will
drift tease terms of reference and submit them to the sra do oo : r .t?tee of
the EIC for review. The EIC avi] 1 then submit thin outline to the JIC for

representation and for the chairmanship of the vork1mg group be sent to
the MO Secretariat by 31 July, was nominated by CIA as 25X1A9a

as well as of those subcommittees already in existence, should be critics :,y
