1. The EIC Subcommittee on Shipbuilding in the
past year continued to serve as the focal point for
interagency discussion and research on shipbuilding
meetings, interagency research projects

2. The subcommittee's major research project
in the past year, conducted by an ad hoc committee
composed of DIA, CIA, NSA and various Navy elements
was instrumental in consolidating the intelligence
community's judgments on Soviet nuclear submarine
recoring and overhauls. The results of this research
have been published and given appropriate dissemination.
3. The subcommittee hosted
in May. This conference was
particularly noteworthy in that:
a. agreement was reached on
criteria for maintenance of basic statistics on Soviet
and East European merchant ship inventories.

b. Precedent was established for closer
cooperation and communication with a major user of
shipbuilding intelligence, the US Navy Ship Systems
Command.

tions aimed at more efficient unctioning and parti-
cipation of the subcommittee in both conferences. have
been forwarded to USIB.
4. Plans are under consideration for future
subcommittee programs which would contribute to more
effective performance of its mission as outlined in
its Terms of Reference. These are designed to faci-
litate a more active and timely exchange of views
and to establish closer con-
tact with intelligence users. such as the Ship Systems
Command. The primary concern of the subcommittee
will continue to be to promote effective interagency
review and coordination as a means of improving
economic intelligence research in the field of
shipbuilding.

SUBJECT: Release of Shipbuilding SC Minutes 25X1X7
Only procedural info I can find in dusty papers indicates SC operating
procedures are left to judgment and discretion of SC membership. SC minutes will
be prepared promptly after each meeting and distributed to all persons receiving
meeting agenda (in addition to SC members, the EIC/S, and EIC reps of USIB
agencies and of any other agencies represented on SC.)
Responsibility for security classification of all papers originating in SCs and
WGS rests with Executive Secretary of group concerned. It is responsibility of
individuals contributing to papers to see that wording and classification of all
papers for EIC purposes properly, protects security of all sources.

the National Security Agency
SUBJECT Nominations for Chairman, EIC Subcom-
mittee on Shipbuilding
1. Mr. Herman Dworkin, DIA, current Chairman, EIC
Subcommittee on Shipbuilding, has been reassigned from the
Directorate for Intelligence to the Directorate for Estimates. In
a memo advising the EIC of this change in assignment, Capt. John
Harris, USN, of the Directorate for Intelligence, DIA, has nomi-
nated Lt. Cmdr. Roger D. Aydt of the Directorate for Intelligence
to succeed Mr. Dworkin. A biographic data sheet for Lt. Cmdr.
Aydt is attached.
2. In accordance with EIC procedures, we are soliciting
additional nominations for Chairman of the EIC Subcommittee on
Shipbuilding the members may wish to make. If you have a suitably
qualified person, please advise the EIC Secretariat, in writing, by
close of business 22 January 1971. Your memo should be accompanied
by a biographic profile of the nominee.
