C. The ESC Subcam+dttes on xegn3x~n-ents and Facilities for Colla-
tion raised a number of problems as to ghat was eacpected from t1~
under the term "preparation of a collection plan." The ESC Secretariat
emphasised that use of the words "collection plan" was clearly not in-
tended in the technical sense in which the term is aometi~aes used xithin
collection circles -but that the EIC discassion of 20 April 195t~ ea-
visaged simper that the subcomeaittee should seek to devise a "plea" (iii
the lgymast~a cease of the word) which woald facilitate coordinated
collection action to improve the actual results of collectionn efforts
directed to these EIC-pr~.ority limns.
a. The subco~Ettee met several times with the '4ice Chairman
.and E~ecvttive Secretary of the ESC to tsy to work out a specitY.o procedurs
far coordinated action on the sarvey. A nvnber of proposals were ea-
plored but found ob~ectianable by representatives of one or aeore agencies.
b. At the end of foa:r m~tha the anbcc~rdttee transmitted the
fallor~fng statement to the Executive Secretary of the EIC (memo of lb
September 19S~i):
"At Sts regular meeting of 2~ August 195t~, the EIC
Subcomod.ttete on RecZuiremeats and Facilities for Co3.lation
passed the follonriztg motion:
"That it be recomsrtended that the ESC forirard the
paper BIC-S??16/b{a) minus c:clumns t~ and 5 to each of
its members, pointing out that it is an EIC statement
outlining the priority collection defiatencies in IIS3R
Teleca-nmmicationa and Electsa~ica Equipment Prodnotioa
and that use of this dacuaent is intended to be in aa?

agency priorities."

alternatioelpa that the EIC instruct the meetbers of its Subcanmoi.ttee on
Requirements and Facilities for Collation to talcs the Following apecifYc
a.ctiona on $arwreys of priority collection deficiencies appz~oved and
referred to theca by the EIC:

representatives of the collection activities of their agencies), or in

(1) Review collectively the detailed lf.stinga of priority
collection items: end "check oft" the channels which are believed to
have the roostuseful collection potentials for giving priority attention

(2} Saving colleativ;ely made a judgment of the "probably
moat affective" channels then as reprasentativea of the separate
agencies review the individual items referred to each agency with other
meanbera of its co3lectiori staff! responsible for the various collection
channels open to that agency. This involves considering two queationss
First, is each requirement already covered by each of the proposed
~hsnnela, with such priority as is consistent with the ezpreased priority
interest of the econaa~ic intelligence aormmanitY? Seed, for any item

presentations should be made to eony particular agency to encourage it
to give higher priority to the use of any of its channels for any par-
